MINUTES OF BUSINESS MEETING
DESCHUTES COUNTY BOARD OF COMMISSIONERS
WEDNESDAY, OCTOBER 14, 2009
Commissioners' Hearing Room - Administration Building - 1300 NW Wall St., Bend
Present were Commissioners Dennis R. Luke and Alan Unger; Commissioner
Tammy Baney was out of the office. Also present were Dave Kanner, County
Administrator; Erik Kropp, Deputy County Administrator; Joe Stutler, County
Forester; Tom Blust, Road Department; Mark Pilliod, Legal Counsel; and three
other citizens. No representatives of the media were present.
Vice Chair Luke opened the meeting at 10:00 a.m.
1. Before the Board was Citizen Input.
None was offered.
2. Before the Board was Consideration of Signature of Order No. 2009 -064,
Approving Annual Appointments to the Board of Property Tax Appeals.
UNGER: Move approval.
LUKE: Second.
VOTE: UNGER: Yes.
LUKE: Chair votes yes.
3. Before the Board was Consideration of Vice Chair Signature of an Intent
to Award Contract Letter for an Employment Firm to Provide Temporary
Workers for the Road Department.

Tom Blust explained that his department uses an employment firm to place
temporary workers. The apparent winning bid is with Express Employment
Professionals, which was not the lowest bid regarding dollar amount, but their
other qualifications were superior. The scoring categories were based on past
performance, solvency and resources.
UNGER: Move approval of Vice Chair signature.
LUKE: Second.

4. Before the Board was Consideration of Signature of Document No. 2009-
590, the 2009 Fund Exchange Agreement Detailing the Responsibilities of
ODOT and Deschutes County regarding the Exchange of STP Funds for
State Funds.
Mr. Blust asked that this be removed from the agenda, as they may be able to
use this funding on an earmarked project instead, saving about $27,000.
5. Before the Board was Consideration of Approval of County Administrator
Signature of Document No. 2009 -589, an Intergovernmental Agreement
with the Oregon Office of Emergency Management regarding Firefree and
Defensible Space Efforts.
Joe Stutler explained the item, which is the second of what he hopes will be
several more grants of this kind. For every acre that the public treats for
defensible sense, the grant provides $33. Based on the cubic yards of debris
over the past three years, there is in excess of $14 million of in -kind match.
Commissioner Unger stated that it would be helpful to have this kind of
information available to the legislature, as the impact is huge.
Mr. Stutler pointed out that many structures have been saved because of the
preparation of land in this manner.

6. Before the Board was Consideration of Signature of Document No. 2009-
587, a Deed of Dedication for Road and Utility Purposes — Haul Road
Public Trail.
Ms. Rozic said this is the final step in the process, after four years of work. A
final condition of approval is the dedication of the road near Entrada Road.
UNGER: Move approval.

SERVICE DISTRICT
12. Before the Board was Consideration of Approval of Weekly Accounts
Payable Vouchers for the 9 -1 -1 County Service District (two weeks) in the
Amount of $19,379.60.
UNGER: Move approval, subject to review.
LUKE: Second.
VOTE: UNGER: Yes.
LUKE: Chair votes yes.
CONVENED AS THE GOVERNING BODY OF THE EXTENSION AND 4 -H
COUNTY SERVICE DISTRICT
13. Before the Board was Consideration of Approval of Weekly Accounts
Payable Vouchers for the Extension /4 -H County Service District (two
weeks) in the Amount of $4,586.41.
UNGER: Move approval, subject to review.

VOTE: UNGER: Yes.

RECONVENE AS THE DESCHUTES COUNTY BOARD OF
COMMISSIONERS
14. Before the Board was Consideration of Approval of Weekly Accounts
Payable Vouchers for Deschutes County (two weeks) in the Amount of
$1,999,895.68.
UNGER: Move approval, subject to review.

15. Before the Board were Additions to the Agenda.
Before the Board was Consideration of Signature of Document No. 2009-
609, a Bargain and Sale Deed relating to a Transfer of Real Property with
the City of Redmond.
Mark Pilliod said that the deed represent the conclusion of negotiations over a
lengthy period of time. They have completed the replacement of the parking,
and this transfers the County property to the City and the City's property to the
County.
UNGER: Move approval of the Deed and Acceptance of property to and from
the City of Redmond.
LUKE: Second.
VOTE: UNGER: Yes.
LUKE: Chair votes yes.
Mr. Kanner said that Commissioner Baney had advised him that the
Environmental Quality Commission is meeting in Klamath Falls on Friday,
October 23. She suggested that perhaps a representative of the County attend
and provide input during the public comment period regarding the South
County groundwater situation. He said that Dick Pedersen of the Department of
Environmental Quality might feel that they are going over his head.
Commissioner Luke stated that it depends on the nature of the comments
offered.
Commissioner Unger said that there is also concern about how to handle the
Lower Bridge mine site issue, which is primarily a DEQ problem.
A brief discussion took place, and it was decided that it might be beneficial to
have a Commissioner attend.
Citizen Jack Blum had questions regarding the motions made approving
accounts payable vouchers "subject to review ". Commissioner Luke answered
his questions, and invited him to visit the Finance Department to see how
invoices and other documents are handled.
