DATE: November 23, 2009 FROM: Erik Kropp Risk Management 388 -6584 TITLE OF AGENDA ITEM: Consideration of Board Signature on Resolution No. 2009 -132, A Resolution Extending Workers' Compensation Coverage to Deschutes County Search and Rescue Volunteers on January 1, 2010. PUBLIC HEARING ON THIS DATE? No. BACKGROUND AND POLICY IMPLICATIONS: The County currently has an insurance policy with Nationwide Specialty Health to cover Search and Rescue Volunteers. The "Specified Hazard Insurance Policy" includes coverage in the event of dea-h, specified loss, or accident. The policy covers 109 volunteers at a total annual cost of $2,043.75. The current policy period is January 9, 2009 - January 9, 2010. Cancelling this policy, effective January 1, 2010 will result in a pro -rated refund of $44.80. House Bill 3021, passed by the Oregon legislature and signed by the Governor, requires local governments to provide workers' compensation to Search and Rescue Volunteers effective January 1, 2010. In addition, ORS 656.031 requires a resolution of the governing body declaring its intent to cover volunteer personnel through its workers' compensation program. In order to comply with House Bill 3021, Deschutes County must cover its Search and Rescue volunteers through its workers' compensation coverage, effective January 1, 2010. The volunteers will be added to the County's current self - insured workers' compensation program. FISCAL IMPLICATIONS: Adding Search and Rescue volunteers to the County's workers' compensation program will cost $6,938 annually. Funds are available in the Risk Management budget to cover the cost of adding SAR volunteers to the workers' compensation program. Deschutes County elects to provide workers' compensation coverage to Search and Rescue Volunteers effective January 1, 2010. Section 2.
