MINUTES OF BUSINESS MEETING
DESCHUTES COUNTY BOARD OF COMMISSIONERS
MONDAY, JANUARY 5, 2015

Commissioners' Hearing Room - Administration Building - 1300 NW Wall St., Bend

Present were Commissioners Anthony DeBone, Alan Unger and Tammy Baney.
Also present were Tom Anderson, County Administrator; Erik Kropp, Deputy
County Administrator; David Doyle, John Laherty and Laurie Craghead, County
Counsel; and six other citizens.
Chair DeBone opened the meeting at 10:00 a.m.

2. CITIZEN INPUT
Sally Lybarger talked about her family history in this area. She is in her 70’s
and has been living in her car for more than nine months. She has been talking
to people about this situation. She is concerned about what the City of
Redmond is going to do with the old high school there, but has not been able to
get any answers from them. She has a friend who has been waiting for housing
for over a year.

She does not smoke or use drugs, but some of the homeless do. It is a desperate
situation here. She knows the County can’t make things all better instantly, but
would like to see a developed homeless complex with rules. She realizes not all
homeless people want to follow them. The County does not have as many hoops
to jump through as the cities do, and they don’t get too far talking to the cities.
Chair DeBone thanked her for her comments.

Chair DeBone introduced his mother, who is visiting from out of state, and
other family members.
No other comments were offered.
3. Before the Board was the Continuance of a Hearing (from December 29)
on the Annexation of Property into Deschutes Rural Fire Protection
District No. 2 (Goebel-Perry; Goebel-Stephenson and Goebel, Owners),
and Consideration of Board Signature of Orders No. 2015-004, 005 and
006, Approving the Annexations.
Laurie Craghead stated that this annexation was delayed due to mapping issues,
but the final documents have been agreed upon.
BANEY: Move Board signature of Orders No. 20156-004, 005 and 006, as
discussed.
UNGER: Second.
VOTE: BANEY: Yes.
UNGER: Yes.
DEBONE: Chair votes yes.
4. Before the Board was the Continuance of a Hearing (continued from
December 29) on the Skvorak/Bowers Annexation into Redmond Fire &
Rescue District, and Consideration of Board Signature of Order No. 2015-
003, Approving the Annexation.
John Laherty stated that the public hearing was held on December 29 with the
written record being left open. There has been a delay in getting mapping
information from the Department of Revenue. The final map and legal
description are still not available. He asked that the written record be left open
until the January 26 Board meeting.

Commissioner Baney asked that the minutes be removed as she has not yet had
time to review them.
