TITLE OF AGENDA ITEM:
Consideration of Board Signature of a County -wide proclamation for the support the "Party Safe
Homes Initiative ".
PUBLIC HEARING ON THIS DATE? NO.
BACKGROUND AND POLICY IMPLICATIONS:
The Party Safe Homes Initiative, which will create a network of parents helping each other prevent
alcohol, tobacco and other drug use in our youth, has started up in the communities of Redmond and
Sisters. When parents join together and take a united stand against substance abuse, they become much
more effective.
Parents, guardians, and community members who support the Party Safe Homes Initiative are asked to
sign a pledge card which serves as a community agreement to be a safe home for youth to gather and
not be exposed to alcohol, tobacco or other drugs. An annual parent network list will be created,
distributed, and updated annually, ideally enabling parents to communicate with one another and
provide reinforcement and support when children pressure their parents with such statements as, "Bit
everybody's doing it!" and "I'11 be left out by all my friends if I can't go!"
There is are tear -out, pledge cards located inside the Party Safe Homes Parents Handbook which will
include local information and resources as well as substance abuse prevention and awareness
information for parents to use as tools in communication and questions with their youth.
CCF, with support from LPSCC and the City of Redmond, are very pleased with the unveiling of the
Party Safe Homes Initiative to the communities of Redmond and Sisters. It would be an honor, on
behalf of the Commission on Children and Families in partnership with TAPS to give your support
and/or contribution to this effort through a county proclamation.
It is the hope that Party Safe Home initiative will grow and bring the neighbor back into our
neighborhoods.

None
RECOMMENDATION & ACTION REQUESTED:
Approve Proclamation on behalf of the Party Safe Homes Initiative to be done on a County -wide bnsis.

PROCLAMATION
WHEREAS, Building strong children, families and communities for the people of Deschute:i
County is a major goal of the County; and
WHEREAS, parents and community working together can make a positive impact in the
lives of our children and families; and
WHEREAS, Think Again ParentS (TAPS) Substance Abuse Prevention Teams of
Redmond, Sisters and South County are striving to build communication venues for parents and
guardians who share a positive value system; and
WHEREAS, TAPS is working to create a network of parents helping each other prevent
alcohol, tobacco, and other drug use among young people by implementing the Party Safe Homes
Initiative(PSH); and
WHEREAS, TAPS intends to target all families of their communities, expecting PSH to
positively impact the youth of their communities and continually serve to function as an ongoing
parental support network; and
WHEREAS, Oregon's public and private human service partnerships in conjunction with
grassroots community efforts are critical for achieving the vision of strong communities throughout
our state;
NOW, THEREFORE, WE, the members of the Deschutes County Board of Commissioners,
do hereby support the Party Safe Homes Initiative and encourage all Deschutes County citizens to
participate in this substance abuse prevention strategy.
