No. BACKGROUND AND POLICY IMPLICATIONS: See Attached Memo FISCAL IMPLICATIONS: Cost of services is $70,825 for the current fiscal year and these funds are included in the current budget. Costs in the following two years of the agreement is $155,500 per year RECOMMENDATION & ACTION REQUESTED: An effective education and promotion program is a key component to a successful recyling and waste reduction program. Our progreams have been very effective and havve gained statewide recognition. I recommend signature or the Grant Agreement. ATTENDANCE: Timm Schimke DISTRIBUTION OF DOCUMENTS: Return copies to Department of Solid Waste for distribution To: BOCC From: Timm Schimke CC: Dave Kanner, Mark Pilliod Date: February 1, 2008 Re: Recycling education and promotion agreement The Department of Solid Waste conducts a wide range of recycling and waste reduction education and promotion through the services of reSource, a not for profit organization. This education and promotion is an important part of the solid waste program. Studies have shown that effective education and promotion is a key element in any successful recycling and waste reduction effort. Our program also meets the requirements of the Department of Environmental Quality and state law, and qualifies us for additional diversion credit towards our state established diversion goals. In the past, this work has been accomplished through two separate agreements with reSource. The primary agreement has been a grant for activities such as youth education, promotion at community events, business technical assistance and education, and a materials exchange web site. The second agreement is a personal services contract for education and promotion through a community based social marketing approach where specific neighborhoods are canvassed in order to provide a more hands on approach to behavior change and education. We have been pleased with the results of the community based marketing approach, and the results have been recognized and used by DEQ in developing their programs. In the future we plan to bring a waste reduction focus to this program in keeping with the Bend 2030 action plan elements that we have agreed to implement. The grant agreement being considered combines the scope of services from both programs into one agreement. It is a two and a half year agreement with a cost of $70,000 for the remainder of this fiscal year which is included in the current budget, and $155,500 for each of the two years following. The $155,500 reflects a 3% increase from current funding amounts to offset increased costs associated with the original scope, and an additional $10,000 for new efforts associated with the Bend 2030 element. Costs for these programs have not increased in four years. reSource provides excellent services in these areas. Their mission as an organization complements our education and promotion needs very well. Our programs have received state wide recognition as a result of their expertise and efforts. I recommend signature of this grant agreement.
