HomeMy WebLinkAboutHomelessness Proclamation For Recording Stamp Only BEFORE THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON A Proclamation Declaring Intent to Develop a Regional, * Affordable Strategy to Prevent and Eliminate Homelessness * PROCLAMATION WHEREAS, safe and decent shelter is one of the most basic of all human needs; and WHEREAS, the lack of adequate and affordable housing is being felt by individuals of all ages and income levels in Deschutes, Crook and Jefferson counties; and WHEREAS, inadequate housing and homelessness makes it more difficult for children to learn, adults to be productive and people of any age to stay healthy; and WHEREAS, lack of affordable housing and homelessness represent an economic burden on the community, especially the public safety and public health systems; and WHEREAS, many governmental agencies, non-profit groups and individuals in the tri-county area are valiantly working to address shelter and homeless prevention issues; and WHEREAS, the local resources to deal with this problem fall far short of the need, with housing, shelter and supportive programs of all types reporting long waiting lists; and WHEREAS, there is a new focus on the problems of affordable housing and homelessness at both the State and Federal levels, as well as recognition that new approaches, including the “housing first” model, show great promise in preventing and ending homelessness; and WHEREAS, the Federal Government has adopted a ten-year goal to end homelessness, and has asked local jurisdictions to join this effort; and WHEREAS, the Deschutes County Board of Commissioners recognizes that additional resources will be required in order to meet the goals included in the Ten- year Strategy to End Homelessness, which will include strategies to seek adequate funding; NOW, THEREFORE, BE IT RESOLVED that the Deschutes County Board of Commissioners supports development of a regional plan, and will strive to achieve its goals through work with other governmental partners at all levels, as well as non-profit organizations, the private sector, the faith-based community and interested and concerned individuals.
