BACKGROUND AND POLICY IMPLICATIONS:
Deschutes County has historically served as a conduit for grant funds from the State Marine Board to
the Deschutes National Forest for boating facility projects. The Marine Board cannot grant funds
directly to the Forest Service and instead sends the funds to the County, which then passes them
through to the Deschutes National Forest. Last September, the Board of Commissioners approved these
two grant agreements to pay for reconstruction of boat ramps at North Wickiup Reservoir (grant no.
1317; $149,804) and at Gull Point on Twin Lakes (grant no. 1316; $80,473). The State Marine Board
has since increased the grant awards by $10,000 each. In additon to these increased grant funds, the
Forest Service will allocate an additional $39,516 to cover the cost of completing these projects.
FISCAL IMPLICATIONS:
None. The only cost to the County is a few minutes of staff time to receive the funds and pass them
through to the Forest Service.
RECOMMENDATION & ACTION REQUESTED:
Authorize Board signature of Amendment No. 1 to State Marine Board Facility Grant Three -Party
Cooperative Agreement, Facility Grant No. 1317 -- North Wickiup Boating Improvements -- and
Amendment No. 1 to Facility Grant No. 1316 -- Gull Point Boating Improvements.

Thank you for your letter dated, February 5, 2008 that outlines the need for additional
funds to complete the projects. I understand that the Deschutes National Forest is in the
final stages of awarding a contract for these regionally significant boating improvement
projects.
This letter will confirm and approve a cost increase in the amount of $10,000 for each of
the above referenced grants. The revised Marine Board grant award is $90,473 for the
Gull Point grant and $159,804 for the North Wickiup grant. The Board recognizes the
Deschutes National Forest's efforts to find additional funds in the amount of $39,516 and
any future modifications to complete the project. These increases will allow the project
to be awarded and constructed this year.
Enclosed are five original grant amendments for each grant to reflect the Marine Board's
cost increase. Please sign all copies and forward to Deschutes County, attention Bonnie
Baker for final signature authorization. Please request that Deschutes County retain their
copies and return one Wayne Shuyler, Facilities Program Manager for the Facility Grant
file. The Marine Board looks forward to the successful completion of these boating
improvement projects on Wickiup Reservoir.

Grant #1316 was approved for the amount of $80,473.00 along with Grant #1317 was approved for the
amount of $149,804.00. The Deschutes National Forest (Forest) issued a solicitation for the construction
of both launches and parking areas. After evaluating the proposals on their technical merits and
negotiating price revisions, the Forest is at the point of making an award.
Through a best value evaluation the Forest selected a higher -priced offer from an experienced contractor
instead of a lower-priced offer from an inexperienced contractor. Unfortunately, the $921,107.00 the
Forest has to award this project is not enough to cover the potential award amount of $980,623.00; a
shortfall of $59,516.00
If the Forest could be approved for an additional $20,000 ($10,000 per grant) from the Oregon State
Marine Board, the Forest will cover the remaining balance of $39,516.00 and any additional
modifications.
The Forest is prohibited from divulging more specific information regarding its source selection process at
this point; however, it will be glad to share its rationale once an award is made.

FACILITY GRANT NO.1316 - GULL POINT BOATING FACILITY IMPROVEMENT PROJECT
This Amendment hereby modifies the Facility Grant Cooperative Agreement, entered into by and
between the State of Oregon, acting by and through its State Marine Board, hereinafter called the
"Board," and Deschutes County in the State of Oregon hereinafter called the "Sponsor" and the
USDA -Deschutes National Forest, hereinafter called the "Recipient.". The referenced project is
Facility Grant No. 1316, for the construction of the launch ramp, boarding floats and parking at Gull
Point Boating Facility.
The Agreement entered into on September 17, 2007, amended per the letter request of February 5,
2008 through the delegated authority granted to the Director.
Board Covenants
1. Grant Funds. The Board shall increase their grant funds by $10,000 for a total grant
award of $90,473.
V Recipient Covenants
1. Matching Funds. The Recipient shall increase their match by $39,516 cash and any
additional modifications for a total combined cost increase on Facility Grants 1316
and 1317.
This Amendment forms a part of the Agreement. Except as specifically modified above all other
terms and conditions of the original Agreement and any previous Amendments are still in full force
and effect.
In witness to the above, the following duly authorized representatives of the parties referenced
above have executed this amendment.
