Consideration and signature of Resolution #2008-024, transfer of appropriations in the Community
Justice Juvenile Fund.

BACKGROUND AND POLICY IMPLICATIONS:
Consideration of Resolution #2008-024 transferring appropriations within the Community Justice
Juvenile Fund. The Juvenile Department has a need to hire three Mental Health Specialists II due to
Trillium Family Services terminating their contract. The adopted budget appropriated $174,000 of
grant revenues for the Functional Family Therapy Program, but since Trillium terminated their contract
early, the full appropriation will not be expended. These will be grant funded positions and
appropriations will need to be transferred from Professional Services in Materials & Services and from
Contingency. The appropriation transfer amounts are based on these positions for the entire year. This
appropriation will increase the F.T.E. of the Community Justice Juvenile Department by 3.00 F.T.F
FISCAL IMPLICATIONS:
This appropriation transfer will add an additional 3.00 F.T.E. to the Community Justice Juvenile
Department Budget. The total appropriation for these positions will be $198,016.

Within Various Funds of the 2007-2008 * RESOLUTION NO. 2008-024
Deschutes County Budget and Directing Entries *
WHEREAS, attached is an appropriation transfer request form from the Juvenile Department
requesting a transfer of appropriations, and
WHEREAS it is necessary to transfer appropriations within the Deschutes County Budget to
accommodate the request; now therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUT ES
COUNTY, OREGON, as follows:

Marty,
Due to Trillium Family Services terminating their contract (as of 3/31/07) for FFT
services, Juvenile Community Justice will be hiring 3 Mental Health Specialist II grant
funded positions. I have discussed this proposal with Dave Kanner and he has approved the
additional FTE's. The Board of County Commissioners has also been informed of this cliange.
Therefore, an appropriation transfer of Federal grant funds from Materials and Services to
Personnel Services needs to be prepared and submitted to the BOCC for approval. Teri
Maerki has prepared the attached appropriation request form, please utilize this
information to request a resolution for the appropriation transfer. Thank you.
