DATE: March 12, 2008 FROM: Debi Harr CCF 330-4692 TITLE OF AGENDA ITEM: Consideration of Board Signature on document #2008-136, an amendment to the intergovernmental agreement between the Deschutes County Commission on Children & Families and the Oregon Commission on Children & Families. PUBLIC HEARING ON THIS DATE? NO BACKGROUND AND POLICY IMPLICATIONS: The purpose of the Oregon Commission on Children & Families Runaway & Homeless Youth fund is to strategically invest in a select group of developing local runaway and homeless youth service systems. The objectives include youth safety, education continuity, and connectivity to community resources. Grant funds will be used to increase emergency shelter and transitional living capacity for runaway and homeless youth, help youth reconnect with family and/or find a safe, stable living situation. Grant funds will also be used to improve access to services for youth, provide them with life skills training, and assist them with finishing their education. FISCAL IMPLICATIONS: The amendment is an increase of $125,000 in funding for the biennium, July 1, 2007 -June 30, 2009. This was not budgeted in the current year, but was included in the 2008/2009 proposed budget. The $125,000 will be divided between the two fiscal years, increasing the 2007/2008 budget by $31,250 and the $93,750 that was included in the 2008-2009 proposed budget. Sincerely, Marsha Clark Clark Director of Operations Enclosure: 2 copies of Amendment No. 2 to 2007-09 Intergovernmental Agreement AMENDMENT NO. 2 TO OREGON COMMISSION ON CHILDREN AND FAMILIES 2007-2009 COUNTY INTERGOVERNMENTAL AGREEMENT 0709DESC This Amendment to Oregon Commission on Children and Families 2007-2009 County Intergovernmental Agreement dated as of July 1, 2007 (as amended, the "Contract"), is entered into as of the date of the last signature hereto, by and between the State of Oregon acting by and through its State Commission on Children and Families ("Agency") and Deschutes County acting by and through its Local Commission on Children and Families ("County"). RECITALS WHEREAS, the Agency and County wish to modify the Award set forth in Exhibit C of the Contract. NOW, THEREFORE, in consideration of the premises, covenants and agreements contained herein and other good and valuable consideration the receipt and sufficiency of which is hereby acknowledged, the parties hereto agree as follows: AGREEMENT 1. The Award section of Exhibit C is hereby amended to read in its entirety as set forth in Exhibit 1 attached hereto and incorporated herein by this reference. 2. County represents and warrants to Agency that the representations and warranties of County set forth in section 2 of Exhibit E of the Contract are true and correct on the date hereof with the same effect as if made on the date hereof. 3. Agency shall adjust the disbursement of the Award to County consistent with the change in the Award made by this Amendment. 4. Except as amended hereby, all terms and conditions of the Contract remain in full force and effect. 6. This Amendment may be executed in any number of counterparts, all of which when taken together shall constitute one agreement binding on all parties, notwithstanding that all parties are not signatories to the same counterpart.
