Consideration and signature of Resolution #2008-032, appropriating a new grant in the Deschutes
County Mental Health Department,

BACKGROUND AND POLICY IMPLICATIONS:
Consideration of Resolution #2008-032 appropriating a new grant for the Deschutes County Mental
Health Department. The Mental Health Department was recently awarded a State grant in the amount of
$97,646. This additional funding will enable the County to offer a variety of employment-related
actvities assistance to clients with severe or persistent mental illness. The Mental Health Department
personnel will assist with job searches, resume writing, job coaching, finding job related clothing,
transportation and other workplace supported services. These services will be offered in cooperation
with local employers, and the State Department of Vocational Rehabilitation. These grant monies will
be used for purchasing a vehicle and the hiring of additional staff (1.75 FTE).
FISCAL IMPLICATIONS:
The County will receive $97,646 from the Oregon Department of Human Services which will provide
additional resources not included in the FY 2008 Adopted Budget. Such resources will increase funding
for the 2007-2009 biennium for the supported employment program. The personnel appropriation
transfer is based on these positions for a full fiscal year, allowing for budgetary comparability. The
additional resources are for six months, requiring that half of the personnel appropriation transfer
required be from Contingency ($119,182 / 2 = $59,591).

A Resolution Appropriating New Grant Funds
to the Deschutes County 2007-2008 Budget

RESOLUTION NO. 2008-032
WHEREAS, Deschutes County Mental Health Department will receive new State grant
revenue totaling $97,646; and
WHEREAS, these new grant funds need to be appropriated; and
WHEREAS, ORS 294.326(2) allows the appropriation and expenditures of new grant funds
designated to specific purposes; now, therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES
COUNTY, OREGON, as follows:

A transfer of appropriation is required for the following reason and will be used for the following purpose:
Document #2008-111, amendment #119929-25 to the Mental Health Departments intergovemmental agreement with the Oregon Department of Human Services

Attached please find an appropriation request related to an amendment to our
Intergovernmental Agreement with the Oregon Department of Human Services.
Deschutes County Mental Health has received additional funding for our
employment program. This additional funding will enable the County to
clients with severe/persistent mental illness, a variety of employment
