MINUTES OF BUSINESS MEETING
DESCHUTES COUNTY BOARD OF COMMISSIONERS
MONDAY, MARCH 31, 2008
Commissioners' Hearing Room - Administration Building - 1300 NW Wall St., Bend
Present were Commissioners Michael M Daly and Tammy Melton; Commissioner
Dennis R. Luke was out of the office. Also present were Dave Kanner, County
Administrator; Laurie Craghead, Legal Counsel; Will Groves, Community
Development Department; media representative Hillary Borrud of The Bulletin;
and two other citizens.
Vice Chair Melton opened the meeting at 10:00 a.m.
1. Before the Board was Citizen Input.
None was offered.
2. Before the Board was Consideration of First and Second Readings and
Adoption, by Emergency, of Ordinance No. 2008 -014, Amending Code
Title 19 to Include "Farm Stand" as a Permitted Use within the Urban
Area Reserve Zone.
Will Groves gave an overview of the item. An emergency clause is requested
so that adoption of the Ordinance does not take ninety days to implement.
DALY: Move first and second readings by title only, declaring an
emergency.
MELTON: Second.
VOTE: DALY: Yes.
MELTON: Yes.

Chair Melton did the first reading by title only of the Ordinance at this time.
She then conducted the second reading, by title only.
DALY: Move adoption.
MELTON: Second.
VOTE: DALY: Yes.
MELTON: Yes.
3. ADDITIONS TO THE AGENDA
None were offered.

Being no further items to come before the Board, Chair Luke -adjourned the
meeting at 10:04 a.m.

1. CITIZEN INPUT
This is the time provided for individuals wishing to address the Board, at the Board's
discretion, regarding issues that are not already on the agenda. Citizens who wish to speak
should sign up prior to the beginning of the meeting on the sign -up cards provided. Please
use the microphone and also state your name and address at the time the Board calls on you
to speak. PLEASE NOTE: Citizen input regarding matters that are or have been the subject
of a public hearing will NOT be included in the record of that hearing.
2. CONSIDERATION of First and Second Readings and Adoption, by
Emergency, of Ordinance No. 2008 -014, Amending Code Title 19 to Include
