PUBLIC HEARING ON THIS DATE? No BACKGROUND AND POLICY IMPLICATIONS: This amendment to the standard biennial intergovernmental agreement #DES0709 between the Deschutes County Commission on Children & Families and the Oregon Commission on Children & Families increases the limitation for Healthy Start Medicaid administrative claiming from the original amount of $131,250 to the biennial amount of $262,500. The original agreement included only one year of funding. The State of Oregon reimburses Healthy Start programs with Federal Title XIX Administrative Case management dollars for services that lead to outreach, access and utilization of health care services for families. FISCAL IMPLICATIONS: This amendment allows the Deschutes County Commission on Children & Families to receive the 2008/2009 year of Healthy Start Medicaid earnings. These earnings were included in the 2008/2009 budget. Capitalized words and phrases used but not defined herein shall have the meanings assigned to them in the Contract. RECITALS WHEREAS, the Agency and County wish to modify the Award set forth in Section Il:] of the Contract. NOW, THEREFORE, in consideration of the premises, covenants and agreements contained herein and other good and valuable consideration, the receipt and sufficiency of which is hereby acknowledged, the parties hereto agree as follows: AGREEMENT 1. Section III, Consideration, Paragraph B, of the Contract is hereby modified to read: Payment for all Work performed under this Agreement shall be subject to the provisions of ORS 293.462. The maximum, not to exceed amount for the total cost of providing Medicaid administrative activities under this Agreement is $262,500. COUNTY shall reimburse AGENCY 50% of this amount for the State match portion. 2. Agency shall adjust the disbursement of the Award to County consistent with the change in the Award made by this Amendment. 3. Except as amended hereby, all terms and conditions of the Agreement remain in full force and effect. 4. This Amendment may be executed in any number of counterparts, all of which when taken together shall constitute one agreement binding on all parties, notwithstanding that all parties are not signatories to the same counterpart.
