DATE: April 14, 2008 FROM: Marty Wynne Finance (541) 388-6559 TITLE OF AGENDA ITEM: Consideration and signature of Resolution #2008-045, appropriating a new grant in the Deschutes County Mental Health Department. PUBLIC HEARING ON THIS DATE? NO BACKGROUND AND POLICY IMPLICATIONS: Consideration of Resolution #2008-045 appropriating additional grant funding for the Deschutes County Mental Health Department in the amount of $121,060. This additional funding will be used to start an early psychosis intervention program. Pyschosis treatment services include: outreach and engagement, assessment and treatment using a team of Mental Health professionals. Multi -family psychological education, cognitive behavioral therapy, vocational and educational support, medication using low dose protocol, and support for the individual in home, community, school and work settin; will also be available as part of this program. These grant monies will be used for personnel expenditures: Mental Health Specialist II (1.50 FTE), a Public Health Nurse (.50 FTE) and Mental Health Specialist I (.25 FTE). FISCAL IMPLICATIONS: The County will receive an additional $121,060 from the Oregon Department of Human Services which was not included in the FY 2008 Adopted Budget. The personnel appropriation is based on these positions for a full fiscal year, allowing for budgetary comparability. The additional resources are for a partial year, requiring the remainder of the personnel appropriation to be transferred from Contingency. Deschutes County Mental Health has received additional funding to begin a program for early psychosis intervention. Psychosis treatment services include; outreach and engagement; assessment and treatment using a team consisting of a psychiatrist, social worker, occupational therapist, nurse, and vocational specialist; multi -family psyche education; cognitive behavioral therapy; vocational and educational support; prescrioing medication using low dose protocol; and support for the individual in home, community, --- school and work setting. This funding will be used to hire 1.50 FTE Mental Health Specialist II, .50 FTE Public Health Nurse, and .25 Mental Health Specialist I. Please let me know if you have any questions.
