Please consider the following comments in connection with the permit application. 4 Peaks Presents LLC and its many supporters are looking forward to an enjoyable music festival and urge the Board of Commissioners to approve the permit. The following comments respond to the issues raised in written comments, those voiced at the public hearing on April 21 and the Board's work session on April 28, 2008. The bulk of the opposition testimony has come from a small sample of people opposed to the festival. The overwhelming majority of people who have commented on this request are in favor of the festival. It is also important to note that a significant number of residents in the neighborhood support the festival and that neighborhood opponents represent a small but vocal minority of local residents. While it is impossible to please everyone, 4 Peaks Presents has taken significant steps to address neighborhood concerns and will continue to do so throughout the festival. People will object to mass gatherings regardless of their location. State law and the County's OMG ordinance, however, both acknowledge that there is a demand for events such as the 4 Peaks Music Festival. Recognizing these opposing interests, State law and the County's OMG ordinance allow mass gatherings but balance the competing interests by implementing significant restrictions on the frequency, duration and operating characteristics of mass gatherings. While 4 Peaks Presents recognizes that a minority of neighbors oppose the event, 4 Peaks Presents has taken great strides to comply with the County's standards and believes that the application meets all the requirements for approval. Consequently, 4 Peaks Presents asks that the Board approve the request with no additional restrictions. The following comments respond to specific issues raised in the public testimony and the issues raised at the Board's work session on April 28, 2008. ::ODMA\PCDOCS\PORTLAND\610634\ PORTLAND, OREGON WASHING oN. D.C. BEND, OREGON BALL JANIK LLP Deschutes County Board of Commissioners Re: 4 Peaks Music Festival May 1, 2008 Page 2 1. Outdoor Mass Gathering Noise Standards Control Based on the Commissioners' discussion at the work session, we understand that noise provisions of the OMG Ordinance will apply to the permit. Specifically, we understand that, consistent with DCC 8.16.290(C), the Permit will allow a sound level of 70 decibels prior to 10:00 p.m. and a sound level of 50 decibels after 10:00 p.m. We further understand that a violation of these standards would be a violation of the OMG permit, and could also constitute a violation of the County's general noise control regulations set forth in DCC Chapter 8.08. The applicant concurs that this is the correct application of the County's OMG and general noise standards. 2. 1000 Foot Separation At the work session County Counsel and staff suggested that the main stage had to be more than 1000 feet from the nearest residence. Although subsequent discussions with staff and County Counsel indicate that they intend to clarify that this interpretation is incorrect, for the sake of completeness, the following comments explain our reading of the applicable standard. DCC 8.16.290 provides that activities such as set-up, staging and removal of any equipment, materials, structures and vehicles may not be conducted within 1000 feet of any residence between the hours of 12:01 a.m. and 9:00 a.m. This standard does not require the stage to be placed 1000 feet from any residence. It simply requires that no activities related to the stage (e.g., operation break down, transportation) be conducted between the hours of 12:01 a.m. and 9:00 a.m. if these activities are within 1000 feet of any residence. The applicant will adhere to this standard and will insure that no such activities occur between the hours of 12:01 a.m. and 9:00 a.m. 3. Sound Checks and Music At the work session concerns were raised regarding whether music or sound checks would occur throughout the permit period. Sound checks and music will only occur primarily on July 25 and 26, with only a brief sound check on Thursday to confirm that the system is functional. The need for the five-day permit is due to the fact that the applicant needs additional time to set up and break down the festival. However, stage construction, fencing and other similar activities will not include sound checks. The applicant is willing to accept the following condition of approval: Sound checks are limited to July 24-26, and stage performances involving amplified music shall be limited to the dates of July 25 and July 26. ::ODMAIPCDOCSU'ORTLAND161063411 BALL JANIK LLP Deschutes County Board of Commissioners Re: 4 Peaks Music Festival May 1, 2008 Page 3 4. EFU/Tax Deferral Status The Commissioners took testimony suggesting that the event should not occur on EFU-zoned land because the underlying property is in farm tax deferral status. Although the record demonstrates that portions of the festival site are in tax deferral, the holding of a temporary event on such lands will not affect the tax status of the underlying property. Indeed, use of the subject property is a temporary use and will not affect the ability to utilize the property for farm uses during other times of the year. Moreover, the tax status of the underlying property is nota consideration before the Commissioners in this application. Under the County's regulations, the event is permitted on EFU-zoned land regardless of the tax status of such land. 5. Traffic Concerns The County's OMG regulations identify the standards for traffic control and, among other things, require the applicant to provide adequate traffic control staff. The County's standards explain how many traffic control persons are required and that they have adequate traffic control training. Although any event may result in minor transportation inconveniences, the applicant's traffic control plans conform to established County standards. In response to discussion at the County's work session, once the permit is approved the applicant will post maps on its website identifying preferred routes to and from the site to avoid uncontrolled intersections. In response to specific concerns regarding road closure, the applicant will not close Tumalo Reservoir Road, and last year's event did not result in any road closures. Testimony suggesting otherwise is simply incorrect. 6. Neighborhood Concerns The applicant respects and acknowledges the concerns of those who are opposed to the festival. However, regardless of the location of the event, the applicant's efforts to appease opponents, and the fact that the application meets all County standards, it is impossible to please everyone. The applicant will continue to work with neighbors to address their concerns. Specifically, the applicant has offered to pay for a Sherriff's deputy to be present on- site to address noise and other concerns. To date, the Sherriff's office has rejected this offer. Prior to and during the festival, neighbors will be provided direct contact numbers to festival organizers so that legitimate concerns can be addressed by festival organizers immediately. During the event, staff will monitor sound levels to ensure compliance with permit standards. Although trespass and illegal parking were not a problem last year, the applicant will continue to provide appropriate signage to prevent trespassing and illegal parking. 7. We are part of the Bluegrass community here in Bend who are happy to finally have a venue close to home where we can gather to support the hard working talented musicians who play traditional music and their innovative variations on this music with roots going back many generations. Central Oregon is a wonderful place to live and the additional of a summer roots music festival adds even more to the assets of this area for those of us who love the magic of listening to this special music surrounded by the beauty of the high desert . The event has created community spirit last year, and the team organizing it received kudos from the attendees. The organizers came to a Tumalo Community Association meeting last year to ask for iheir input to create a safe, fun event of which the community could be proud. They also made their safety plans open to discussion and revision based on the concerns that were raised at the TCA meeting. They asked for input on traffic control as well. I was impressed with the level of concern and attention to detail they demonstrated. And I have heard from many who attended that it was a fabulous event. We were out of town last year, But if it happens this year, we will come, with family and friends. We are 65 years old, and have been active in community events such as the Tumalo Block Party. I attended last year's festival and was pleasantly surprised at the organization and expertise that it held as it's first year. I experienced first-hand the boost in tourism it brought to Central Oregon. I met a number of people who had traveled from different states to attend this festival. Many of whom, had never been to this part of Oregon and were thoroughly impressed by its diversity, beauty and culture. One couple had extended their stay to experience Bend. I did not camp for the festival, but I was on the grounds until after the music had ended and the noise level was very low. There were a small number of campers in designated areas and from where I was I could not hear the people at the campsite. I am looking forward to this year's event and I'm planning to volunteer and promote this event as I see it a great community event. I have friends and family coming to town to see music that they've never had an opportunity to hear. I also know of many people who were unable to attend last year's event and are planning on coming and bringing their families. P.O. I understand that there is some opposition to a festival of this caliber, most of that comes from it being something so new to our area. I am sure there was probably opposition to Les Schwab Amphitheater as well. I attended the festival last year with my entire family, I mean kids, grandparents, parents, the whole gang. And, although not everyone stayed until it ended, everyone had a great time during the parts that they attended. This is a family friendly festival that brings people who spend money to our County. As someone who has attended many festivals around the west coast, I can tell you that this was by far the calmest & cleanest festival I have attended. The only disrespectful people that I encountered were the disgruntled neighbors cussing and honking their horns as they drove by in opposition of the festival while the music was playing. I live in a home in NW Bend and I hear (loudly) every concert in Les Schwab, every festival in Drake Park and every firework that goes off in Bend. While I don't always like and enjoy it, I know that it is part of being in a vibrant, growing community. In a down turning economy, should we really be discouraging economic growth? I think not. I am a little concerned that the festival may be in jeopardy even though tickets are currently on sale. This festival is a grandchild of such festivals as Northwest String Summit and The High Sierra Music festival. I have attended and participated in both. These are family oriented events. I attended last year's festival and it was such a joy to watch teenagers dancing with their parents. Where else does that happen? In addition to being an asset to Bend's economy, we have a chance here to really put Bend on the map. The acts that are being booked bring in the types of fans that are of the "Leave only footprints" mindset. We should be proud, not afraid to host such a festival. I have friends flying in from Texas to attend. These folks are going to stay around after the festival and drop money into the local economy and then go home. If the festival continues, I am sure these people will make it an annual event. Of course I am looking forward to them seeing my band, but I am equally excited to show off Central Oregon as such a great place to live. Let's not disappoint them. I do have an interesting perspective about this event. One of the neighbors had hired our band to play a private party at the same time as last years festival. This is the place where the promoters will have there camping this year. The property that we played at was next to the main stage (about a 1/4 mile) line of sight right by the road, like the stage at the festival was. We had our own P.A. and were about a 100 feet higher than the main stage at the festival. Folks I talked to after the fest. said they could here us even though our pa was pointed away from the main stage. In between breaks we could here music from the main stage, but barely. When I was breaking down our pa, I got to here the last act from the main stage till 10 PM and it was defiantly not that loud at all. I realize (as a sound engineer) that sound can travel in funny different ways, with factors like wind and humidity but it seems to me that this should not really be an issue. Unfortunately, this becomes an issue with a few people who rightly or wrongly believe that these events would be better in an arena or other venue and not in a place like Tumalo. I believe that we can work with the folks in that community to make this a great event for everyone involved and hope that the commission will look favorably on this and other similar events in the future. We live next door, our property at 19345 Tumalo Reservoir Rd. is just west of the event site. Last year we observed the whole thing with interest, and enjoyed the energy it brought to the neighborhood. We hosted a get-together with friends at our house during the festival, and were surprised (and frankly a bit disappointed) that we couldn't really hear any of the music from our house. I think that the natural topography of the site keeps the music pretty much in the gully. We can only speak for ourselves, but our experience was that we were hardly aware it was going on. We have all kinds of livestock, and experienced no difficulty whatsoever with noise, trespassing, litter or anything else. Our pr! operty was respected. I have no idea how the event organizers pulled it off, but they were packed up and out after the festival, right on schedule, and we could not find a SCRAP of trash left on the site. I know, because we walked the field a number of times searching for my son's cell phone, which fell out of his pocket during the weekend. We ultimately found the phone, but no trash. We are so confident that 4 Peaks is a good neighbor that we have agreed to host campers on our property. The festival is a great addition to our summer calendar. I hope it will become a tradition that puts Tumalo on the cultural map and brings energy, not to mention revenue, into our small town and the community at large. Last year I was lucky enough not only to attend the 4 Peaks Festival, but was also able to perform on the locals stage. What a tremendous event! It was an extremely well organized, family friendly event. People were dancing, having a great time enjoying some great music under the beautiful Central Oregon summer sun! Getting to and from the event, I did not encounter any problems with traffic. It was like driving through Tumalo any other day of the week. As we approached the venue, we didn't even hear any music and had to check the signage to make sure we were in the right place! Please do not let this event disappear from the Bend area. This event will benefit the local economy, provide a family friendly atmosphere, and bring more art and culture to Bend! My wife Stacy is one of the co -promoters, and our house serves as the primary office for the festival, so I'm quite familiar with the organizers, venue and scope of entertainment being provided. I also have extensive experience as a "festivarian" at some of the larger national events, most notably the Telluride Blugrass festival which I attended for nine straight years. In many ways, the Telluride festival provides a grown-up model of what the promoters of 4 Peaks are trying to provide: a family -friendly, progressive musical event that naturally seems to draw a more enlightened, peaceful segement of society. I'm not trying to sound elitist, but my experience has shown me that the bluegrass/jam band festival scene has a core fanbase that shows up with a sincere appreciation for the music and accompanying community. The end result is a very welcoming festival atmosphere which promotes family, conservation, diversity and celebration. Each member of the 4 Peaks team (including the land owners) is in this for the right and noble reasons. They are diligent, upstanding members of our community. They willingly comply with all regulations and authorities, as shown at last year's event. The Tumalo residents in opposition to the festival are obviously not on board with the concept - fine, that's their right. But we're only talking about two days of potential interruption to their lifestyle. To prevent this positive community -building event from occuring based on their fear -based, uninformed analysis of the event would be tragic. Thanks for listening, Stein O. People attended the 4 Peaks Music Festival from all over the country and all over the world! How are folks going to find out how nice it is in Bend if you don't have these kinds of events to attract new business and possibly new residents? Are you trying to keep Bend a secret? This is a family oriented community event and I didn't see any violence or illegal activity the whole 3 days I was in Bend. My wife and I support the 4 Peaks Music Festival. I am a long-time Tumalo resident, and I have really been looking forward to the 4 Peaks Festival this year after having so much fun last year. The event was pleasant and well-managed, and was a positive contribution to our community. Last year during and after the festival, I spoke to many of the festival neighbors that I know from living in the Tumalo area, and all the ones I spoke to enjoyed the festival in their backyard. Tumalo Community Association (of which I am a member) was able to have a booth at the festival to introduce themselves to area residents and gain new members. There were no incidents during the entire weekend. One of the best memories surrounding the festival was watching the families interacting with each other and enjoying the music in a beautiful environment that symbolizes Bend (and I'm not really a music fan). This event was organized by a group of 4 men and 1 woman who are are raising their young families in the Bend community. In the spirit of full disclosure, the woman, Stacy Totland, is my daughter. I am proud of the work ethic, entrepreneurial spirit and involvement in the community that these organizers have exhibited. In organizing this Festival, they created a friendly environment that is family-oriented and which also benefited the economy in the Bend community. The organizers of the 4 Peaks Music Festival properly coordinated with the police, sheriff and other regulatory agencies . In addition, they exhibited a high degree of respect for the neighboring property owners that surround the private property where the event was held. I personally am a part of corporate America. I sit on corporate, industry and non-profit Boards, as well as on the Crime Prevention Advisory Council of the LAPD. As a result, I understand it is difficult to please all of your constituents. Please respond after reading my letter below: To be honest, I am at a loss as to why the decision was made to extend our hearing and postpone a decision. As I stated at the Hearing on Monday, we meet every aspect of the OMG ordinance. This ordinance was just considered and voted on by the three of you in February of 2008. All three of you signed this ammendant and reviewed the guidelines at that time(http://www.deschutes.org/download.cfm?DownloadFile=C7F84167-BDBD- 57C1-94E36742A6698D24). In speaking with our planner, I was told she was not certain what questions were outstanding, other than a question about Farm Deferral, which frankly, I was at a loss to understand how that affects our OMG permit. Please let me know what part of the ordinance we have yet to comply with, so that we can understand the delay in your decision. Just so that you three are aware, 4 Peaks Presents is a local company that is interested in bringing good music, culture and business to Deschutes County. 4 Peaks Presents spent over $70,000 locally last year. This was spent on infrastructure, again locally. This does not include the thousands that were spent by our attendees in the local community. We sold only 35% of our tickets to people from Bend, so about 400 people came here, to Deschutes County, specifically because of the 4 Peaks Music Festival. They came here and stayed in our hotels or vacation rentals, ate at our restaurants, purchased gifts from our local stores and bought fuel from our local filling stations. Not to mention, they all received an incredible introduction to the beautiful County the we live in by arriving at an incredible venue, with panoramic views of our mountains. In times of economic difficulty, it seems that the three of you would be embracing this event and wishing us all the best. Instead, we have been made to feel as if by providing this wonderful event, we are somehow doing something wrong. The Sheriff stated that he was opposed to this event. How can he possibly be opposed to an event that he did not attend? How can he be opposed to an event that received no citations from his department? Yes, there were a few neighbors that logged complaints. I could complain about my neighbors Alpaca Farm because they stink...does that mean that he is doing something wrong by raising Alpacas? A complaint without citation is simply no cause for opposition from an elected official. We were entirely within the bounds of our permit for the duration of our event. We have happily worked with the County during our application process and received the necessary signatures of approval from all of them, including the Sheriff's Department. With all due respect to Sheriff Blanton, as he seems like a fine man, his views are prejudicial in my opinion and lack any statement of fact. At last years event, we meet and exceeded all of the guidelines set in place by the County. We went above and beyond by going to neighboring homes and knocking on doors. In most cases we were met with smiles and well wishes. In some cases we were yelled at and threatened. During last years event, some neighbors, specifically Mike Dagues and his wife, repeatedly drove by and honked their car horns for up to 30 seconds at a time. These are the same neighbors who were so concerned about noise! In addition, Mike Dagues verbally threatened people at our event, and the organizers with hanging. I understand that this is not an issue for you to do anything about, but it shows the general level of disregard for our efforts to obtain the correct permits and hold our event by the book. I was told by the Sheriffs office, that this same complainant, receives countless complaints from neighbors regarding his barking dogs. I was told that his responses comes in the same form every time, "this is my property, I can do what I want." I tell you these anecdotes simply to point out that 4 Peaks Presents is going about this process in the correct way, the legal way. We want to be a part of this community and contribute to the economic well being of Deschutes County. We want to do business here, not somewhere else. I traveled from Michigan to the Deschutes area with my wife, 2 children, sister-in-law and my mother. We had an amazing time over the 8 days, with the festival being the highlight. I was concerned with bring 2 small children to a 2 day "music" festival at first, but once we arrived at the awesome venue site, I was immediately comforted with the environment that the festival had created for my family. My daughter learned how to hoola hoop and made many friends with what had to be 40 other kids her age (5). My son (2) seemed to really enjoy laying under the warm sun and hearing the soothing sounds coming from the stage during the afternoon bands. My daughter has mentioned the trip many times over the winter, I have promised her we are going to return this year so she can see her friend Cassidy. I would like to add that this seems to be a great way to generate commerce in the area. All together, we spent close to $3500 over the course of the week. We rented two cars, a fantastic house, trips to the museum, local pool, LOTS of eating out and gift for the kid and ourselves. My mother absolutely feel in love with Bend. She has been in contact with the people from Tetherow Properties and is looking at purchasing a vacation rental property. She is going to be traveling with us when we return for this years festival to see the progress and look at the site. I trust that you will make the right discussion for you community and grant the final permit for the festival. The festival represents the diversity you have so carefully crafted for the area. The festival is put on by a small group of extremely dedicated and very hard working local Bend residents who care deeply for their community. The venue for the festival is held in a beautiful family friendly setting, and is a perfect way for families and individuals to enjoy fantastic music, arts and crafts , food and the fresh outdoors. I was very impressed with the crowd at last year's festival. The festival attendees were very respectful of the property, making sure to leave no trash around and clearly enjoyed the peaceful, magical setting. It is also a way to generate revenue for the town of Bend and the surrounding areas. I plan on attending this summer, spending money on lodging, and supporting the retail establishments in the area. I know others from the Southern California area who plan to do the same. This is Jason Beard from the band Poor Man's Whiskey. Last year we performed at the 4 Peaks Music Festival and I would like to convey my support for the festival. Having played many festivals and shows (including Telluride, Strawberry, Hardly Strictly, etc) I can honestly say that 4 Peaks was the most family friendly festival we've played. I felt comfortable bringing my two daughters (ages 2 and 4 and for whom I am extremely protective), as well as their grandparents, aunts and uncles, etc. The music was appropriate for all ages. It was not too loud nor offensive. Security was good and the people at the festival had a nice "vibe". I am from California (although I do own an acre in Bend), and we had family from all over California, Texas, and Canada to come to share the weekend. Most of us stayed in local hotels. I can say from us alone we contributed 1-2 thousand dollars back into the community. Please support the 4 Peaks Music Festival. I understand there are some people in the vicinity of the festival who are in opposition to the concept and I believe it is important for all sides to be reviewed so that this exciting new addition to central Oregon's cultural community can continue to grow and develop. I attended the Festival last year and was impressed with how well it was organized. The venue is terrific—the topography, views and friendly terrain is inviting for people of all ages, including families with young children. We have a two year old and have many friends with children who attended last year. We all agree that the atmosphere allowed us to relax and feel safe. The grounds were kept clean, there were crews working round the clock to collect garbage and recycling and the Festival Board's environmentally friendly principles were visibly woven throughout their operations. I believe all of this led to a smooth and positive outcome—it was my personal observation that overall attendees got this message and approached the venue and the surrounding neighborhood with respect. I know from talking to members of the Board that this is an integral part of their vision. I know they are hopeful that overtime, setting examples in this regard will have an influence on attendees with respect to the decisions they make that impact the environment even after they leave. There is another aspect of this festival that should be given some thought. 4 Peaks is a catalyst for the local music community to come together not only in anticipation of playing at the Festival, but also as a chance to get to know one another before it takes place. I play the fiddle and have recently joined with a few other local musicians because of a potential opportunity to play at 4 Peaks. I have played fiddle for over 10 years and this is the first time I have considered coming out of my shell to perform for an audience! Now that I have, I look forward to doing so and have even decided to look into other local opportunities. I am thrilled to take my love of music and the violin to the next level and credit this Festival for sparking that fire! I hope you take my thoughts and others into consideration when helping shape the future of the 4 Peaks Music Festival. There are many reasons why this is a good thing for our region, here were just a few examples that might not have been considered to date. I had the pleasure of attending last year's festival and also enjoyed the faint whispers of the music from our friend's home-- one of the Peak's neighbors immediately to the west. I can tell you from first hand experience that, while the volume level was superb and enjoyable within the venue, it was restrained and almost inaudible at our friend's house. The rolling hills surrounding the venue tend to muffle and dissipate the sound. Our friends hosted their party on that Saturday to celebrate the festive occasion and it allowed guest's to come and go between their home and the Festival on foot. It was indeed a fun, family-oriented event that was enjoyed by kids of all ages. As parents, we had no apprehension whatsoever in allowing our children to attend the festival. This year, our friends are planning another get-together to coincide with the 4 Peaks Festival and will be inviting out-of-town guests to attend as well as locals. Plans for the party are on hold pending finalization of the Peak's confirmed dates this year. Also on stand-by are the out-of-town guest plans. They will potentially be spending money in Deschutes County for lodging, food, etc... as are many other potential visitors to the Festival in Deschutes County. Personally, I have four visitors from Washington that are planning on visiting for 3 or 4 days. One of the reasons they are coming is because of 4 Peaks. They will need lodging during that time as well as bike rentals, dining, possible raft trip, etc... This is all valuable income to the businesses of Deschutes County that could be lost if the 4 Peaks Festival is postponed or worse. The 4 Peaks Festival is a great event and benefits all of Deschutes County residents, both economically and otherwise. It's a feel -good celebration that just adds to the high quality of life we experience here in Central Oregon. I encourage you to please look favorably during your evaluation and assessment of the Festival and issue your stamp of approval to allow things to move forward. After a successful 1st year Bend promoters have decided to keep the momentum going and proceed with an annual event. They have expanded their venue, which will allow for more camping; including a designated family camping area. They are also booking 20 bands this year an increase over the 17 bands that played in 2007. The bands are still being finalized but the line-up promises to include even bigger headliners than last summer while still including some local acts. The 4 Peaks Music Festival will be a 2 -day music festival with camping July 25 & 26th in Bend. The festival will be complete with food, beverage and craft vendors, as well as a kid's creative area for the young festival goers. Part of the profits will benefit a local nonprofit organization to be determined. The Festival information number is (541) 382-8064. ## July dates, early lineup announced for 4 Peaks By Ben Salmon / The Bulletin Published: April 01. 2008 4:OOAM PST The second annual 4 Peaks Music Festival is set for July 25-26, organizers said last week, and the lineup will feature some big -name jam bands, including Tea Leaf Green, Zilla and Hot Buttered Rum. The improvised electronica band Zilla will perform at the second annual 4 Peaks Music Festival, which is scheduled for July 25-26 in Central Oregon. The inaugural 4 Peaks fest was held last August on 20 acres of pasture west of Tumalo. Organizers are pursuing an event permit from Deschutes County that will determine the location of the 2008 festival. If they are permitted to use the same tract as last year, the 4 Peaks team has secured an additional 40 acres that would give them room for more campers, including car campers and families, said organizer Eric Walton. Last year, the camping area was filled to capacity and people who wanted to camp were turned away, Walton said. More bands may be added to the lineup, but for now, here's who'll be at the festival: • San Francisco road warriors Tea Leaf Green. • Colorado -based trance trio Zilla. •Bay Area jamgrass band Hot Buttered Rum. • Funky Lake Tahoe bluegrassers Blue Turtle Seduction. • Seattle fusion rockers Flowmotion. • Sacramento psychedelic roots specialists Izabella. • Rollicking Americana group Poor Man's Whiskey. • Improvisational combo Matt Butler's S.E.E. Plenty of locals will get a chance to showcase their stuff, too, including State of Jefferson, Brent Alan, Rising Tide, Masala Mostest, Moon Mountain Ramblers and Blackstrap, Walton said. Which bands will play on which days has yet to be determined. Walton also said he and his partners are pursuing other high-profile bands to add to the lineup, though none are confirmed. "We've got feelers out to a lot of bands — some pretty big names we could roll in here — but we haven't secured anyone yet," he said. As tickets sell, the price will go up, eventually reaching $98.50 on the day of the event. There are currently no plans to sell single -day passes. 4 Peaks on the horizon Jam -band festival coming to Tumalo pasture Camping spots at music festival filling up quickly By Ben Salmon / The Bulletin (Published: July 24. 2007 4:OOam) The 4 Peaks Music Festival isn't entrenched in Central Oregon's music scene, like Munch & Music or shows at the Les Schwab Amphitheater. After all, it's the inaugural year for the two-day jam -band gathering near Tumalo. But it is coming, and it's getting bigger by the day. (And if you want to camp next to the festival grounds, you'd better buy your pass pronto; organizers say only about half of the $20 camping passes are left.) Up to 2,700 people are expected to attend the 4 Peaks event, scheduled for Aug. 3-4 at Rockin' A Ranch on Tumalo Reservoir Road west of Tumalo. That doesn't include an army of volunteers, organizers and vendors, plus 17 bands, including three big names on the jam -band circuit: New Monsoon, Animal Liberation Orchestra and Hot Buttered Rum. The event is following in the footsteps of other popular music festivals around the country, such as High Sierra in Quincy, Calif., Bonnaroo in Manchester, Tenn., and Wakarusa in Lawrence, Kan. The team behind 4 Peaks — Eric Walton, Will Nash, Stacy Toteland and Paul Brown of Bend, plus Jason Beard of Santa Rosa, Calif. — hope their event will someday be of similar stature and a regular stop for bands that hit all the summer festivals. "We looked at (those other festivals) and said, `These are incredibly cool events that bring a very diverse group of people to these towns and feed the economies of these towns every year,"' Walton said. "It's an economic benefit to these places and in addition to that, it's an amazingly cool event with great music and nice people." Nice people is the ultimate goal at 4 Peaks, where organizers are putting an emphasis on being family -friendly. There'll be plenty of things to do for kids, and families are encouraged to come out and make a weekend of it, perhaps by camping in a field adjacent to where the music will happen. Passes to the festival are still plentiful; you can buy one for Friday only for $25, one for Saturday only for $35, or both days for $50, and kids younger than 10 get in free. But only 200 camping passes are being sold, and Walton said they're very popular. "Camping is just going like that," he said, snapping his fingers. "We're selling a very limited number of camping tickets, and those are going fast." ar Man's Whiskey, from its Rosa, Calif., will be one 17 bands playing at the 4 The founders of 4 Peaks started out with the idea of gathering 50 or so friends and family members on Walton's land near Cline Falls and bringing a band up for a weekend of music. Before long, however, more bands were added, more people wanted to come, and the festival moved to a bigger site. For a while, 4 Peaks grew day by day, said Nash. "It was like, 'OK, we're going to have three bands. OK, we're going to have five bands. OK, we're going to have 17 bands,"' he said, laughing. "Total snowball." But that's OK, because Nash and his friends want 4 Peaks to stick around and become a fixture on the region's musical landscape. "We want to bring a culture here and add to the climate of this community and make a festival that people all over the country know about," Nash said. "People plan their years around (festivals like this) and we want to be a part of that." Inaugural bluegrass festival comes to Tumalo By Yoko Minoura / The Bulletin, (Published: August 05. 2007 4:OOam) TUMALO — Sharing a blanket spread on the grass, 9 -year-old Leia Watson munched on a slice of pizza while her friends, Stephanie Campbell, 9, and Anna Campbell, 7, attempted to master chopsticks to eat a rice -and -chicken dish. The tight harmonies and lively tempo of bluegrass accompanied their outdoor meal. "I like the guy who plays the violin," Stephanie said. "I like how he's really fast." Stephanie's sister, Anna, on the other hand said she liked the instruments and how they sounded, while Leia leaned toward the vocals. The trio were part of a crowd of several hundred who gathered Saturday afternoon on a field at Rockin' A Ranch in Tumalo to listen to bluegrass at the first-ever 4 Peaks Music Festival, which kicked off Friday. The idea for the festival was born when a group of friends began planning an informal event near Cline Falls, where people could camp and listen to a band. The organizers, Eric Walton, Will Nash, Stacy Totland, Paul Brown and Jason Beard, got an offer from Gary and Lisa Armstrong to use their ranch as the site of the jamfest, and 4 Peaks became official. homes of people who chose to camp. The two-day festival boasted more than a dozen bands, such as Hot Buttered Rum, Jackstraw and Bend's own Blackstrap and Moon Mountain Ramblers. A main stage was set up in a grassy valley slightly reminiscent of the Les Schwab Amphitheater, while a smaller "Almost Locals" stage sat next to vendors' booths. While mainly a celebration of bluegrass, festival organizers said they planned to donate part of the proceeds to charities, including Sparrow Clubs USA, which helps children in medical crises, and Rock the Earth, an environmental group. The girls said they would like to come back next year, if the festival continues. On another blanket on the grass, 35 -year-old Greg Froyd of Santa Barbara, Calif., had kicked off his sandals to relax and listen to the music. He said he was on "permanent vacation," and following touring bands and hitting music festivals before arriving in Tumalo. "I just wanted a nice, mellow music festival to go to," he said, and friends in Bend told him about 4 Peaks. "We like the string -band psychedelic thing," he added. Froyd said he was impressed by the venue and the planning that went into the festival. "It's great to look up and see the Three Sisters while the moon's setting in the afternoon," he said. Froyd said he also liked the fact that the festival site didn't feel crowded. "I think we are all lucky to be here this first year — all the families here, being able to enjoy this property," he said. Froyd said he would probably be back next year. Bend resident Nadine Koeth, 25, who volunteered at the festival, said liked the venue and the music lineup. "I think it's a great setup. The little amphitheater thing they have going, walk-in camping," she said, trailing off. A bluegrass fan herself, Koeth said she was happy to finally see a music festival right near Bend. "It's nice as a big family event, too," she said. "Got a huge range of people here." Koeth said she thought the turnout was good. "They should definitely do it again next year," she said. Bend resident Leif James, 29, a musician in a local band, said the festival was very well organized. James' band, Poor Bastard's Romance, did not play at the festival. The band had a conflicting gig that was then canceled. He said the stage equipment was high-quality, the schedule of bands easy to understand and the layout of the festival good. His only quibble was the location of the portable bathrooms, which he thought were a bit too far away. "The people who run this have really good hearts and the right perspective on things," James said. He said he was impressed by the number of out-of-town residents who showed up for the festival. "You walk around, there's people you know, people you don't know, (and) everybody gets along," James said. He said he plans to return to the festival, if it continues. "And you have the four peaks there," he said, indicating the skyline. "It's beautiful. Wow."
