FROM: Ruth Jenkin & Lori Hill Sheriffs Office/mental Health 388- 6667/322-7535 TITLE OF AGENDA ITEM: Consideration of Board Chair signature of Notice of Intent to Award Contract to Pfeifer and Associates for an Inmate Treatment and Recovery Program. PUBLIC HEARING ON THIS DATE? No. BACKGROUND AND POLICY IMPLICATIONS: In compliance with County procedures, and with assistance from Legal Counsel, the Deschutes County Sheriffs Office and Mental Health Department began soliciting proposals from qualified providers on March 14, 2008 to provide services for an Inmate Treatment and Recover Program. The services will be provided to inmates beginning in the jail or work center, and continue after release from custody as needed. Inmates may be under community supervision after release. The RFP sough an addiction treatment program for inmates most at risk of re -offending by providing treatment services in jail and work center that continue after release. The addiction treatment program will be evaluated annually by the County Mental Health Department and Sheriffs Office based on the recidivism rates of program participants. The Sheriffs Office has, based upon submitted proposals, selected Pfeifer and Associates as the primary treatment services provider to work in conjunction with the Sheriffs Office, Mental Health Department and Adult Parole and Probation. FISCAL IMPLICATIONS: The contract with Pfeifer and Associates will include addiction treatment services in jail and post release up to a maximum of $275,000 for fiscal year 2007-09. Total funding includes a combination of resources from the Sheriffs Department and the Mental Health Department. The 2007-09 contract will include up to $140,000 for in jail services from the Sheriffs Department budget and up to $135,000 for post -release services from the Mental Health Department budget. Revenue and corresponding expenditures are included in both the Sheriffs and Mental Health's 2007-2008 budget and 2008-2009 proposed budget. RECOMMENDATION & ACTION REQUESTED: Approve and sign the Notice of Intent to Award Contract, Document # 2008-218, after which specific contract terms will be negotiated with the participant. Luke Subject: Inmate Treatment and Recovery Program Mr. Rick Treleaven BestCare Treatment Services PO Box 1710 Bend, OR 97756 NOTICE OF INTENT TO AWARD CONTRACT Document No. 2008 — 218 On Wednesday May 7, 2008, the Board of County Commissioners of Deschutes County, Oregon considered proposals for the above -referenced project. Based upon a recommendation by the selection committee, the Board determined that the most qualified proposer to be Pfeifer & Associates. This Notice of Intent to Award Contract is issued pursuant to ORS 2796.410 and OAR 137-047-0740. A copy of this Notice is being provided to each firm or person that submitted a proposal for the project. Any firm or person which believes that they are adversely affected or aggrieved by the intended award of contract set forth in this Notice may submit a written protest within seven (7) calendar days after the issuance of this Notice of Intent to Award Contract to the Board of County Commissioners of Deschutes County, Oregon, at the above address. The seven (7) calendar day protest period will expire at 5:00 PM on Wednesday, May 14, 2008. Any protest must be in writing and specify any grounds upon which the protest is based. A copy of ORS 279B.410 and OAR 137-047-0740 are attached to this Notice. If a protest is filed, a hearing will be held at 10:00 a.m. on Wednesday, May 14, 2008 before the Board of County Commissioners of Deschutes County Oregon, acting at as the Contract Review Board, in the Deschutes County Services Building, 1300 NW Wall Street, Bend, Oregon 97701. If no protest is filed within the protest period, this Notice of Intent to Award Contact becomes an Award of Contract without further action by the Board of County Commissioners unless the Board, for good cause, rescinds this Notice before the expiration of the protest period. The successful proposer on a Deschutes County project is required to execute five (5) copies of the Contract, which will be provided when the proposals are finally determined. In addition to the execution of the Contract, the contractor will be required to provide a certificate of insurance. Enhancing the Lives of Citizens by Delivering Quality Services in a Cost -Effective Manner All contracts copies must be retumed to the County of execution. After all parties have signed the contract, a copy of the contract will be forwarded to the contractor along with a notice to proceed.
