BACKGROUND AND POLICY IMPLICATIONS:
Since 2003 Deschutes County has leased office space to the Oregon Judicial Department for the C itizen
Review Board (CRB). The CRB uses approximately 96 square feet in the Juvenile Justice Center
located at 63360 Britta St., Building 1. The CRB is made up of volunteers who review the case plans of
all children and youth in out -of -home care and advocates for positive system improvements to the
services directed at these families. This is a request to extend the lease two years, with an option to
extend three additional terms of one year each at the same rent.
FISCAL IMPLICATIONS:
Annual rental income is $1,200.00
RECOMMENDATION & ACTION REQUESTED:
Staff recommends signature of Document 2008-162.

STATE OF OREGON
INTERGOVERNMENTAL OFFICE SPACE LEASE AMENDMENT
THIS LEASE AMENDMENT, dated March 31, 2008 is made by and between the BOARD OF COUNTY
COMMISSIONERS OF DESCHUTES COUNTY, OREGON (Lessor) and the STATE OF OREGON,
acting by and through its Judicial Department (Lessee).
Lessor and Lessee are parties to a Lease dated May 14, 2003, as amended or supplemented by Lease:
Extension dated February 19, 2004, Lease Amendments dated March 30, 2005, and May 22, 2006, (herein
referred to as the Lease), covering Premises described as approximately 96 square feet of office space i
Deschutes County Juvenile Justice Center located at 63360 Britta Street, Building 1, Bend, Deschutes
County, Oregon 97701.
Lessor and Lessee desire to amend or supplement the Lease.
In consideration of the mutual agreements contained herein, Lessor and Lessee agree that the Lease shall be
amended or supplemented as follows:
1. Term. The term of this Lease shall be extended for a period of two (2) years commencing July 1, 2008
and continuing through June 30, 2010.
2. Rent. Lessee shall pay Base Rent in arrears by the 10th day of each month for the preceding month 3i-
partial
rpartial month. The Base Rent for any partial month shall be prorated on a per diem basis. The monthly Base
Rent shall be $100.00.
3. Option to Extend. If Lessee is not in default, Lessee shall have the option to extend this Lease for three
(3) additional extension terms of one (1) year each. Notice exercising the extension option shall be delivered
to Lessor in writing not less than ninety (90) days prior to the expiration of the then current term. Unless
otherwise agreed to in writing, if such notice is given, all terms and conditions of this Lease, including Rent,
shall apply during the extension term. Rent for the extension terms shall be $100.00 per month.
Except as expressly amended or supplemented hereby, all other terms and conditions of the Lease shall
remain in full force and effect.
State Workers' Compensation Act.
(1). Should Lessor employ any"subject worker," as defined in ORS 656.005(28), to perform any work
required under this Lease, the Lessor shall comply with the Workers' Compensation Law, ORS 656.001, et
seq. Lessor, to the extent it employs such "subject worker(s)," and Lessor's contractors or subcontractors, if
any, and any employers providing work, labor or materials under this Lease are "subject employers" under
the Workers' Compensation Law and shall comply with ORS 656.017, which requires "subject employers" to
provide Oregon workers' compensation coverage that conforms to Oregon law for all of their "sub iect
workers", or are exempt under ORS 656.126.

This Lease Amendment shall not become effective nor be binding on the State of Oregon or the Lessee
agency until it has been executed, in the signature spaces provided below, by all parties to the agreement.
