Consider appointments to Deschutes County Special Transportation Fund (STF) Committee
PUBLIC HEARING ON THIS DATE? No
BACKGROUND AND POLICY IMPLICATIONS:
Counties that receive funding from the Oregon Department of Transportation's (ODOT) Special
Transportation Fund (STF) must maintain an advisory committee to review sub -recipient grant
applications and recommend funding decisions. ODOT specifies that this committee must include at
least five County residents who have knowledge and/or experience in transit issues, reflect geographic
balance and diversity, and, a majority of whom, represent the elderly and disabled communities. The
Deschutes County STF Committee also excludes individuals who are closely affiliated with agencies
that receive STF funds as sub -recipients. In conformance with these requirements, staff recommends
appointing Carol Bro of the Central Oregon Council on Aging (COCOA) as a new member of the STF
Committee. Ms. Bro was an active participant in the recent Oregon Solutions coordinated
transportation system planning meetings, is knowledgeable and experienced in issues related to
transportation services for senior citizens, and is based in Redmond, a community not currently
geographically represented on the committee. Although her agency has received STF funds in the past,
COCOA recently transferred this responsibilitity to the Central Oregon Intergovernmental Council
(COIC) and, as of this year, is no longer a direct recipient.
In addition to appointing a new member to the STF Committee, staff recommends that La Dean Eicker
and June Slaugenhaput, committee members whose terms recently expired, be reappointed through
12/31/11. A chart which illustrates the current STF Committee and proposed appointments is attached.
FISCAL IMPLICATIONS:
None.
RECOMMENDATION & ACTION REQUESTED:
Appoint Carol Bro and reappoint LaDean Eicker and June Slaugenhaupt to the Special Transportation
Fund Committee. Authorize Board Chair's signature on attached appointment letters.
