BACKGROUND AND POLICY IMPLICATIONS:
The Oregon Department of Transportation (ODOT) Bicycle and Pedestrian Program is soliciting grant
proposals for bike/ped projects for fiscal years 2010/2011. The Road Department and Planning
Division have worked closely with ODOT staff in Bend for a grant application to add sidewalks, bike
lanes, and drainage swales in Terrebonne. Specifically, these improvements would be done to U.S. 97
between about mid -block on C Street to just south of the 97/1 1th Street "Y" and to B Street for the
segment between the elementary school and U.S. 97. The improvements would fill in gaps in the
bicycle and sidewalk systems; B Street is particularly critical, as there is no sidewalk on the north side,
which is the same side the school is on. The improvements to 97 will provide a safer highway for
cyclists and a buffer for pedestrians.
FISCAL IMPLICATIONS:
The grant would be for approximately $500,000 and has a 5% local match requirement. Deschutes
County can meet that match by in kind services or a combination of in kind services and funds. As the
project occurs in the next fiscal year, the Road Department will adjust its budget accordingly.
RECOMMENDATION & ACTION REQUESTED:
Staff recommends the Board sign the grant application as submitted.

DESCRIBE
The three lanes of 97 bisect Terrebonne. Traffic volumes, number of trucks, and lack of sidewalks or bike lanes
make the de facto Main Street of Terrebonne an undesirable place to bike or walk. Additionally, the elementary
school lies west of 97, but there are no sidewalks on the north side of B, which is the side where the school is
located. The project would add sidewalks to 97 as well as add flashers for the major crossing of the highway.
Swales would correct the drainage problems; B Avenue sidewalk would fill in a gap on the county system.

create a sense of place. (See Question 7 of grant criteria for elements to consider.)
DESCRIBE
Currently, 97 only has a graveled shoulder where semis often park. The project will define and narrow travel lanes,
add a paved shoulder and bike lane with appropriate stencils, add a bioswale to address drainage issues, provide
sidewalks, and improve an existing, permitted crosswalk by adding new markings and a flashing beacon.
This section of 97 acts as the Main Street of Terrebonne as it bisects the community's commercial core. There are
several residential areas to the east of 97 with young families. Their children must cross 97 B Avenue (aka as Smith
Rock Way on east side of intersection) to reach the elementary school which fronts B Avenue. The school is about
300 feet west of 97. By adding these bike and ped features, the built environment will become more oriented to
non -motorized travel and provide for a better crossing of the highway for schoolchildren.
Once across the highway, the project will fill in critical gap in the sidewalk system as currently there is no sidewalk on
the north side of B Avenue between the elementary school and 97. Discussions with the school's principal and
members of the community indicate a strong support for the sidewalk on the north side of B Avenue and for creating
a sidewalk system along 97. Regarding 97, a few disjointed segments of sidewalk exist from conditions of approval
set by the county as property developed or redeveloped in Terrebonne. By approving the grant, the state will ensure
the core of Terrebonne is an attractive environment for pedestrians with a cohesive sidewalk system.
Similarly, would-be cyclists avoid 97 due to the lack of any accommodations to cyclists. By adding bike lanes with
durable striping and stencils, cyclists will have a safer place to ride. The bike lane markings will also make drivers
aware that they should be expecting cyclists on the highway.
The combination of roadside cues to expect cyclists and pedestrians, along with their actual presence, could serve to
make drivers aware of and ahere to the 35 mph speed limit in Terrebonne

The lack of pedestrian and bicyclists accommodations in Terrebonne has been voiced many times by the community
during the development of the 1998 Deschutes County TSP, the Madras -California Corridor Strategy, the replacment
of the bride over the BNSF line to the north of Terrebonne, and the current ODOT preservation project.
