PUBLIC HEARING ON THIS DATE? No. BACKGROUND AND POLICY IMPLICATIONS: In the fall of 2007, the Youth Investment Work Group (YIWG) was formed to review data trends and needs related to juvenile crime. After compiling and reviewing the data with representatives from a broad range of key community stakeholders, the needs were prioritized and evidence -based best practices were researched to identify the most cost-effective strategies for addressing those needs. In March 2008, a request for proposals (RFP) was released soliciting applications for implementing the identified strategies. The selection committee designated by theYIWG and the CCF board met to review applications for the targeted strategies and identified seven programs/strategies to recommend for funding. The Commission on Children & Families Board approved four of the recommendations on May 19, 2008 and three additional recommendations on June 19, 2008 (see attached Exhibit A). FISCAL IMPLICATIONS: The funding for these programs come from two sources through the Oregon Commission on Children & Families. $105,409 is from the Oregon Commission on Children & Families Youth Investment grant. $123,331 is from the Oregon Commission on Children & Families Juvenile Crime Prevention grant. Both amounts are included in the 2008/2009 budget. RECOMMENDATION & ACTION REQUESTED: Approve funding recommendations for Juvenile Crime Prevention and authorize County Administrator to sign resulting contracts and Memorandum of Understanding agreements. DALY, Commissioner PAGE 1 OF 1- ORDER NO. 2008- 053 a@ (6/11/08) EXHIBIT A June 2008 — DCCCF Recommendations for JCP/Level 7 Funding The Deschutes County Commission on Children & Families RFP ad hoc committee met on May 1, 2008 and June 12, 2008 to review applications with the guiding principles and strategy recommendations set forth by the Youth Investment Work Group (YIWG). Seven of the eleven applications were recommended for funding (see below). Through the RFP review process the selection committee determined that each program they voted to fund met the needs of the CCF strategic plan in the area of Juvenile Crime Prevention and made the following funding recommendations to the CCF Board (approved by CCF board May 15`h and June 19`h): Guiding Principles for funding_ • Balanced and restorative justice • Prevention whenever possible • Evidence -based and cost-effective service • Utilize community direction/input (community survey) • Invest in strategies that are currently in implementation phase vs. new initiatives • Age group investment: 0-17 years • 100% of funds and resources will be invested in evidence -based practices through support of ;;B267 • Fund strategies for up to 3 years to get on track with and follow the biennial cycle • Community survey priorities: Family management & intervention, anti -social peers and/or behaviors 5 Evidence -Based Strategies (prioritized by YIWG to address identified needs): • Structured, gender -specific support groups; (girls 9-17) • Structured family -based therapy intervention; (ages 11-17) • Nurse home visitations with high risk families; (parole/probation clients with newborns) • Parent, child curriculum intervention- Family skills management; (ages 0-17) • Parent, child, teacher intervention- Primary students w/ behavior problems (ages 5-7) Name of Program/Strategy Amount (funding source) 1.
