DESCHUTES COUNTY BOARD OF COMMISSIONERS
MONDAY, JUNE 30, 2008
Commissioners' Hearing Room - Administration Building - 1300 NW Wall St., Bend
Present were Commissioners Dennis R. Luke, Michael M Daly and Tammy
Melton. Also present were Erik Kropp, Deputy County Administrator; Marty
Wynne and Teri Maerki, Finance; Laurie Craghead, Legal Counsel; Kristen Maze,
Community Development; and six other citizens.
Chair Luke opened the meeting at 10:00 a.m.

2. Before the Board was a Public Hearing on the Deschutes County Budget
for Fiscal Year 2008-09.
Marty Wynne and Teri Maerki came before the Board. Chair Luke opened the
hearing; being no comments offered, he closed the hearing.

089, Adopting the Fiscal Year 2008-09 Deschutes County Budget.

Appropriations of the Deschutes County Budget for Fiscal Year 2008-09.

5. Before the Board was Consideration of Signature of Ordinance 2008-013,
Amending the Deschutes County Comprehensive Plan and Adopting by
Emergency.
Laurie Craghead stated that the only change is in the findings relating to the
wording to indicate that the Board is making the decisions.

Amending the Deschutes County Zoning Code for the Sunriver Urban
Unincorporated Community and Adopting by Emergency.
In regard to the exhibit, Ms. Craghead said that there is an amendment to the
solar setbacks, and language has been added regarding potential zone changes.

relating to the Transfer of Funds.
Marty Wynne explained that the ORS is very specific and difficult to interpret;
the Resolutions needed some changes made. They will be considered again in
the near future.

Provide an Extension to Finalize Funding for an Affordable Housing Project in
La Pine
20. Signature of Document No. 2008-354, a Services Agreement with Bend
Obstetrics and Gynecology to Support the Healthy Start Prenatal Program
21. Signature of Document No. 2008-351, an Amendment to the Student
Affiliation Agreement with Oregon Health and Science University, Extending
the Agreement through June 30, 2009
22. Chair Signature of an Oregon Liquor Control License Application for Missing
Link Family Golf Center
Before the Board were Additions to the Agenda.
A. Before the Board was Consideration of Signature of Document No.
2008-366 and 2008-367, Release of TDC Restrictive Covenant and
Grant of Replacement TDC Covenant.
Kristen Maze explained that this situation is similar to the case where four
contiguous lots would be combined in a fashion to allow two larger lots.
There will be a total of two residences allowed.
Laurie Craghead said that the documents will be recorded at the same time
as the deeds.

B. Before the Board was Consideration of Signature of Document No.
2008-365, Restrictive Covenant (Conservation Easement — TDC #304).
Ms. Maze stated that the owners have offered to sell the TDC's to Elkhorn
Development. They will not be able to build on the property.

C. Before the Board was Consideration of Signature of Resolution No.
2008-113, Transfer of Appropriations in the Sheriff's Office Fund.
Mr. Wynne said that this has to do with an employee's retirement payout.
