Doc #2008-373 - with the Central and Eastern Oregon Juvenile Justice Consortium (CEOJJC) to regulate payment for 30 -Day Detention Program services. PUBLIC HEARING ON THIS DATE? No. BACKGROUND AND POLICY IMPLICATIONS: Most CEOJJC counties do not operate detention facilities and have used the Deschutes County Jul enile Resource Center's 30 -Day, gender specific Detention Program for a number of years. This program offers adjudicated females a secure setting, accountability, cognitive groups and female -specific skill building opportunities for a maximum of 30 days. CEOJJC counties who refer clients pay $150 per day per youth for services with CEOJJC administered funds. Deschutes County only accepts these out of county referrals for this program if there is sufficient space available for Deschutes County youth. This amendment extends the termination date of the original IGA to June 30, 2009 and resets the otal amount not to exceed payment level for the 2008/09 fiscal year. FISCAL IMPLICATIONS: Amount not to exceed $30,000. Funds are included in FY 07/08 budget. Riley Rd., Suite A208 Bend, OR 97701 Phone: (541) 388-6408 Deschutes County Juvenile Community Justice Dept. 63360 Britta St., Bldg. #1 Bend, OR 97701 Phone: (541) 388-6671 AGREEMENT This Agreement is between the Central and Eastern Oregon Juvenile Justice Consortium of the above address, hereinafter referred to as CEOJJC, and Deschutes County Juvenile Community Justice Department, of the above address, hereinafter referred to as Contractor. CEOJJC is a consortium of county juvenile departments for the following counties: Hood River Jefferson Harney Wasco Baker Malheur Sherman Grant Wallowa Gilliam Wheeler Umatilla Morrow Crook Lake Union Deschutes This is the First Amendment to Intergovernmental Agreement number 1083, effective July 1, 2007, between CEOJJC and the Contractor. For good and valuable consideration, the receipt and sufficiency of which are hereby acknowledged, the parties agree to amend the Agreement as follows; Language to be added is bolded and underlined; [language to be deleted is bolded and bracketed]: 1. Amend the Agreement, page 1, section 1 entitled "Effective Date and Duration" to change the expiration date from [June 30, 2008] to June 30, 2009. This First Amendment establishes terms for the July 1, 2008 to June 30, 2009 fiscal year. 2. Amend the Agreement, page 2, section 3 entitled "Consideration" to establish the Agreement not -to - exceed amount for the July 1, 2008 to June 30, 2009 fiscal year. CEOJJC agrees to pay up to $30,000.00 for accomplishing the work as required by the Agreement duriag the fiscal year ending June 30, 2009. Any funds remaining unspent from the Consideration established in the original agreement for the period ending June 30, 2008 are not available in the fiscal ear ending June 30, 2009. 3. Restatement of the point about the volume of business from page 2, section 3: CEOJJC cannot predict a caseload for these services and does not guarantee any particular volume of business will be referred to the Contractor. 4. By signature below, Contractor certifies that all the representations, warranties and certifications in the original Agreement are true as of the effective date of this Amendment and with the same effect as though made at the time of this Amendment. 5. Except as expressly amended by this Amendment, all terms and conditions of the Agreement remain un -amended and in full force and effect.
