DATE: June 11, 2008 FROM: Timm Schimke Department of Solid Waste 317-3177 TITLE OF AGENDA ITEM: Consideration of Board Signature of Resolution Number 2008-060 Establishing Solid Waste Disposal Fee Waiver amounts for the 2008-2009 Fiscal Year PUBLIC HEARING ON THIS DATE? No BACKGROUND AND POLICY IMPLICATIONS: The Board of County Commissioners has estblished a policy of waiving limited amounts of disposal fees for non-profit organizations that are in the business of reselling used items (thrift stores.). These organizations provide a benefit to the community as well as assist the Department of Solid Waste to achieve the waste diversion goals set by the State of Oregon. Established disposal fee waiver limits consist of a maximum of $5,000 for an individual organization as well as an overall $30,000 limit for the program. Total fees to be waived in 2008-2009 total $25,200. Only one organization is limited by the $5,000 limit. All others will receive the amount of waivers they have requested. One of the large thrift stores in Bend has closed which is the main reason that the proposed fee waiver total is less than this fiscal years amount. I have attached a table showing the current fee waiver amounts compared to the proposed amounts. FISCAL IMPLICATIONS: The fiscal impact of the program is realized as unearned revenue. It is unlikely that the departments operating costs are impacted by the amount of waste accepted through the fee waiver program, so there is no "out of pocket' expense associated with the program. RECOMMENDATION & ACTION REQUESTED: This program works well. We have seen most of the participating organizations adopt practices to limit the amount of material thay eventually do bring to the landfill. Exhibit "A", attached hereto and made a part hereof, constitutes a list of organizations to receive solid waste disposal fee waivers, and the maximum dollar amount of such fee waivers to be credited to their account by the Solid Waste Department for fiscal year 2008-2009.
