TITLE OF AGENDA ITEM:
Consideration of Board Signature on Order #2008-074, to approve funding recommendations for
remaining Juvenile Crime Prevention funds (see Exhibit B) and to authorize County Administrator to
sign resulting contracts and Memorandum of Understanding agreements.

BACKGROUND AND POLICY IMPLICATIONS:
In the fall of 2007, the Youth Investment Work Group (YIWG) was formed to review data trends ani
needs related to juvenile crime. Needs were prioritized and evidence -based best practices were
researched to identify the most cost-effective strategies for addressing those needs. In March 2008,
request for proposals (RFP) was released soliciting applications for implementing the identified
strategies.The selection committee designated by the YIWG and the CCF board met to review
applications for the targeted strategies and four programs/strategies of seven who applied were
recommended for funding. The Commission on Children & Families Board approved the
recommendations on May 19, 2008 (Exhibit A) and the BOCC approved the recommendations in
Exhibit A on July 91I' (see Order #2008-053). Because not all of the Juvenile Crime Prevention funds
were awarded, a second request for proposals (RFP) was released in May 2008. On July 17, 2008, the
Commission on Children & Families Board approved the recommendation from the selection
committee to fund three of the four who applied in response to the second RFP (Exhibit B).
FISCAL IMPLICATIONS:
The funding for these programs come from Youth Investment and the Juvenile Crime Prevention grants
administered throught the State CCF. Both grant amounts are included in the 2008/2009 CCF budget.
RECOMMENDATION & ACTION REQUESTED:
Approve funding recommendations for Juvenile Crime Prevention (Exhibit B) and authorize Countv
Administrator to sign resulting contracts and Memorandum of Understanding agreements.

ORDER NO. 2008 — 074
WHEREAS, the Commission on Children & Families, in partnership with Juvenile Community
Justice, serves to advise the Board of County Commissioners on funding recommendations for use of juvei ile
crime prevention funds; and
WHEREAS, the funding recommendations for use of the juvenile crime prevention funds are for
established evidence -based strategies and/or programs that meet the funding criteria for use of these funds and
have demonstrated to be cost-effective in addressing the identifed needs in the community related to juvel pile
crime prevention; and
WHEREAS, the strategies and programs recommended for funding meet the needs identified in the Ten
Year Community Plan, the Commission on Children & Families strategic plan, Alternatives to Incarceration
Report, and the Youth Investment Work Plan ; now, therefore,
THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON, HEREBY
ORDERS as follows:
Section 1. Approval of Deschutes County Commission on Children & Families' funding
recommendations for Juvenile Crime Prevention, as outlined in attached Exhibit B.
Section 2. Authorize County administrator to sign contracts and Memorandum of Understanding for
programs funded, as outlined in attached Exhibit B.

August 2008 — DCCCF Recommendations for Allocating Remaining Youth
Investment and Juvenile Crime Prevention Funds
In March 2008, a Request for Proposals (RFP) was released by the Deschutes County Commission
on Children & Families (CCS) to solicit applications to address the identified needs and strategy
recommendations for addressing those needs, as set forth by the Youth Investment Work Group
(YIWG). The CCS selection committee met on May 1, 2008 to review applications and to make
funding recommendations. The CCS Board approved the selection committee's recommendation to
fund four of the seven applications from the RFP process on May 19, 2008 (Exhibit A) and the
BOCC approved the recommendation in Exhibit A on July 9`h (see Order # 2008-053). Because not
all of the Juvenile Crime Prevention funds were awarded, a second RFP was released in May2008
and reviewed on June 12, 2008. On July 17, 2008, the CCS Board approved the selection
committee's recommendation to fund three of the four who applied in response to the second RFP
(Exhibit B).
Guiding Principles for funding:
• Balanced and restorative justice
• Prevention whenever possible
• Evidence -based and cost-effective service
• Utilize community direction/input (community survey)
• Invest in strategies that are currently in implementation phase vs. new initiatives
• Age group investment: 0-17 years
• 100% of funds and resources will be invested in evidence -based practices through support of SB267
• Fund strategies for up to 3 years to get on track with and follow the biennial cycle
• Community survey priorities: Family management & intervention, anti -social peers and/or behaviors
5 Evidence -Based Strategies (prioritized by YIWG to address identified needs):
• Structured, gender -specific support groups; (girls 9-17)
• Structured family -based therapy intervention; (ages 11-17)
• Nurse home visitations with high risk families;arole/ robation clients with newborns)
• Parent, child curriculum intervention- Family skills management; (ages 0-17)
• Parent, child, teacher intervention- Primary students w/ behavior problems (ages 5-7)
