Luke and Tammy Melton; Commissioner Michael M. Daly was out of the office. Also present were Dave Kanner, County Administrator; Erik Kropp, Deputy County Administrator; Becky McDonald, 911; Julie Spackman of the Commission on Children & Families; Debbie Legg, Personnel; and two other citizens. No representatives of the media were in attendance. Chair Luke opened the meeting at 10:05 a.m. 1. Before the Board was Citizen Input. Andrea Blum of the League of Women Voters explained that candidate forums are scheduled at various times in the near future, most of which will be held in the Board room. One will be held for the Commissioners' seat. Two meetings will be held in regard to various ballot measures, and the League is endorsing Measure 57, which is the lesser of two evils when compared to Measure 61. No other input was offered. 2. Before the Board was Consideration of Signature of Document No. 2008- 496, an Intergovernmental Agreement with Bend Metro Park & Recreation District regarding the "Girls Chat" Peer Mentoring Program. Julie Spackman gave a brief overview of the program. MELTON: Move approval. LUKE: Second. Signature of Document No. 2008 -502, an Intergovernmental Agreement with the Oregon Health & Science University regarding the CaCoon Program 5. Approval of Minutes: • Business Meeting: June 11, June 25, July 21, August 18, August 25 and September 3 • Work Sessions: February 20, April 30, May 7, June 9, June 11, June 18, June 25, July 23, July 28, August 4 and August 6 CONVENED AS THE GOVERNING BODY OF THE 9 -1 -1 COUNTY SERVICE DISTRICT 6. Before the Board was Consideration of Signature of Document No. 2008- 480, a Labor Agreement between the 9 -1 -1 County Service District and the 9 -1 -1 Employees Association for the Period of July 1, 2008 through June 30, 2012. Becky McDonald gave a brief overview of the four -year contract. Negotiations took a long time but were thorough and went fairly well. Minutes of Board of Commissioners' Business Meeting Wednesday, September 10, 2008 Page 2 of 4 Pages Dave Kanner added that there are things in the contract that do not please all parties, but one of the most important things is that it is for four years; also, the contract also has a cap on cost of living options that could negatively impact future budgets. Erik Kropp acknowledged the 911 negotiation team and the management team, whose negotiations were professional and well - prepared. Ms. McDonald said that they have not lost any veteran employees in a long time. They are do more extensive up front work in hiring so that applicants are aware of the nature of what is expected of them. Before the Board was Consideration of Approval of Accounts Payable Vouchers for the 9 -1 -1 County Service District in the Amount of $5,106.86. MELTON: Move approval, subject to review. LUKE: Second. VOTE: MELTON: Yes. LUKE: Chair votes yes. CONVENED AS THE GOVERNING BODY OF THE EXTENSION /4 -H COUNTY SERVICE DISTRICT 8. Before the Board was Consideration of Approval of Accounts Payable Vouchers for the Extension /4 -H County Service District in the Amount of $371.47. MELTON: Move approval, subject to review.
