PUBLIC HEARING ON THIS DATE? NO. BACKGROUND AND POLICY IMPLICATIONS: The purpose of this agenda item is to request that the Board of County Commissioners (Board) appoint Bob Olsen to fill the Pioneers' Association position of the Deschutes County Historical Landmarks Commission. The Deschutes County Historical Landmarks Commission consists of nine official members. All members of the Historical Landmarks Commission, except those in the Cities of Bend, Redmond, and Sisters must be appointed by the Board. There is a vacancy on the Landmarks Commission for the position that must be filled by a Pioneers' Association representative. Recently Barb Smiley vacated this post as the Pioneers' Association representative. Bob Olsen the 2008 President of the Deschutes Pioneers' Association has nominated himself to this position with the Historical Landmarks Commission. FISCAL IMPLICATIONS: NONE. RECOMMENDATION & ACTION REQUESTED: Staff recommends that the Board appoint Bob Olsen as the Pioneers' Association Representative member of the Deschutes County Historical Landmarks Commission. There is a vacancy on the Landmarks Commission for the position that must be filled by a member of the Pioneers' Association. Recently, Barb Smiley vacated this position as the Pioneers' Association representative. Bob Olsen the 2008 President of the Pioneers Association has nominated himself for this position. Barb Smiley's term ends August 1, 2009; therefore Bob Olsen would finish the remainder of her term and begin a new term the beginning of next year. All members of the Historic Landmarks Commission, except for those in the Cities of Bend, Redmond, and Sisters must be appointed by the Board. I am currently a Licensed Oregon Real Estate Appraiser with over ten years experience and a newly Licensed Oregon Real Estate Broker. • I am a graduate of OSU, having majored in Landscape Architecture. My professional back ground is broad in relation to land use and development, and I have experience as an Urban Planner with work experience in both the private and public sectors. • I have spent the majority of my career in the retail banking field relating to trust and financial services, as well as having a working knowledge of real estate construction, commercial and home mortgage lending. • I have been an Oregon licensed residential appraiser for over ten years. Currently, as a licensed real estate broker I am building my business within Central Oregon. • I have considerable community service experience as well, having been appointed to the Oregon State Bar Disciplinary Board (public member); formerly a public member of the Oregon State Landscape Architect Board and the Oregon State Board of Architect Examiners. Additionally, I am a member of several local service and community organizations and am the 2008 President of the Deschutes Pioneers' Association. • My professional banking work experience represents a broad spectrum, offering work- related efficiencies for the benefit of community participation programs and supporting events. • I understand commercial practices in relation to construction and development loans; structuring loans and providing for adequate security for lenders, while monitoring site development and funding through implementation and construction phase.
