Consideration of Board Appointment for four new members to the Deschutes County Bicycle and
Pedestrian Advisory Committee.

BACKGROUND AND POLICY IMPLICATIONS:
The purpose of this agenda item is to request that the Board of County Commissioners (Board) appoint
Michelle Sims, Jim Stone, Sami Fournier, and Glen Bates to fill four positions of the Deschutes
County Bicycle and Pedestrian Advisory Committee (BPAC). The BPAC consists of nine official
members. All members of the BPAC must be appointed by the Board. There are four (4) vacancies on
the BPAC, due to resignations and term expirations. In June 2008, the terms of Chuck Arnold and
Brian Harrington expired. Recently, William (Bill) Hilton vacated his position. In December 2006,
Mary Ann Martin resigned. Her position remained vacant until the recent committee member search.

SUBJECT: Request for the Board to Appoint Four New Members to the Deschutes County
Bicycle and Pedestrian Advisory Committee
BACKGROUND
The purpose of the Deschutes County Bicycle and Pedestrian Advisory Committee (BPAC) is to
advise the incorporated cities and other governmental bodies of Deschutes County on bicycle
and pedestrian issues, assist in the development and maintenance of local and countywide
pedestrian and bicycle plans, as well as encourage and facilitate safe walking and bicycling in
Deschutes County
Deschutes County Bicycle and Pedestrian Advisory Committee (BPAC) consists of nine official
members. There are four (4) vacancies on the BPAC, due to resignations and term expirations.
In June 2008, the terms of Chuck Arnold and Brian Harrington expired. Recently, William (Bill)
Hilton vacated his position. In December 2006, Mary Ann Martin resigned. Her position
remained vacant until the recent committee member search. Both Bill Hilton and Mary Ann
Martin's terms end June 30, 2009.
The Committee advertised for prospective members, evaluated applications, and briefly
interviewed several potential candidates. Michelle Sims and Jim Stone, if confirmed, would
finish the remainder of the Hilton and Martin terms and begin a new term in June 2009. Sami
Fournier and Glen Bates, if confirmed, will begin new three (3) terms, replacing Chuck Arnold
and Brian Harrington All members of BPAC must be appointed by the
Board. A short biography on each candidate taken from his or her application is below.
Michelle Sims is a City of Sisters resident and an avid bike rider. She is a Certified Water
Rights Examiner for Fred Ast & Associates and is currently President of the Sisters Habitat for
Humanity. Michelle recognizes the rapid growth in Sisters and the need for the current
development of the Sisters Transportation Plan. She would like to see other people enjoying
biking and walking safely and comfortably. Michelle will represent the Sisters area on the
BPAC.

Jim Stone has been the owner of Sunriver Sports since 1996 and the Chrome Pony Bike Shop
in Sunriver. His businesses cater to a variety of vacationers that frequent the Sunriver resort.
He is an active cyclist and participates in events such as the Tour Deschutes (70 miles), Pacific
Crest Duathalon, and Ride Idaho (450 miles). Jim will represent the south Deschutes County
area and eastern Bend area where he lives.
Sami Fournier has directed the League of American Bicyclists' education program for two years
and ran a national program for bicycling and pedestrian education, including Safe Routes to
School (federally funded program). She is also active in the community including the River
West Neighborhood Association, Court Appointed Special Advocate (CASA) volunteer, and
BendFilm event. Sami is interested in promoting bike and pedestrian enhancements throughout
the County as a means of maximizing transportation options for the citizens of Deschutes
County.
Glen Bates, retired to Bend eight years ago, is an avid cyclist. Glen is the Vice President of the
Central Oregon Velo, a bicycle advocacy group, and is a member of the Senator Wyden
Recreation Initiative. Glen's wife is an avid walker and so he brings to the BPAC an interest in
both bicycling and pedestrian issues. He is also interested in the Deschutes County
Transportation System Plan update.
RECOMMENDATIONS
Staff recommends that the Board appoint Michelle Sims, Jim Stone, Sami Fournier, and Glen
Bates to fill the positions on the Bicycle and Pedestrian Advisory Committee.
