Luke, Michael M Daly and Tammy Baney. Also present were Dave Kanner, County Administrator; Erik Kropp, Deputy County Administrator; Ken Hales, Corrections; Sarah Johnson, Commission on Children & Families; Tom Blust, Road Department; Laurie Craghead, Legal Counsel; and two other citizens. No representatives of the media were present. Chair Luke opened the meeting at 10:00 a.m. 1. Before the Board was Citizen Input. Laurie Craghead gave an overview of a large poster showing the history of women lawyers in Oregon. Many of the women shown on the poster went on to serve in elected office and other important positions. The poster will be placed in the Courthouse. Commissioner Baney indicated that Jay Delaney recently passed away. He was instrumental in getting Commissioner Baney involved in volunteer work and eventual political office. 2. Before the Board was Consideration of Chair Signature of Document No. 2008 -572, an Amendment to a Subgrant Agreement with Saving Grace, for the "Imagine Life without Violence" Program. Sarah Johnson explained the item, which adds funding to the grant award. This will allow Mary's Place to serve another 65 families. BANEY: Move approval. DALY: Second. Before the Board was Consideration of Signature of Order No. 2008 -085, Advancing 2008 -09 Tax Levies from the County General Fund to Certain Small Districts as Provided for by ORS 311.392. Marty Wynne explained it is an efficiency for the County and a service to the small districts to handle their funds in this manner, rather than send out a lot of small checks on a regular basis. Before the Board was Consideration of Signature of Resolution No. 2008- 140, regarding Federal Fiscal Year Elections for National Forest Related Safety -Net Payments. Tom Blust said that an election needs to be made on several items related to the safety net funding. Considerations are whether to get the payments or 25% of the actual tax; the percentage to Title II and Title III; which RAC gets the funding; and the split between the two, which previously was decided at the discretion of the Board. The new bill shows a maximum of 7% to Title III. The proposed resolution shows the maximum percentage towards Title III. Also shown are four -year revenues based on this, although the fourth year is a guess, but will probably be about half of what was received in 2006. Title III is more restrictive and is now down to just three categories. A brief discussion occurred on how reimbursement is handled for Sheriff Services when a wildfire occurs, and how the cost share program works. The Title II funding stays with the County. Before the Board was Consideration of First Reading of Ordinance No. 2008 -034, Amending County Code in regard to Corrections Supervisory Authority Board Membership. Ken Hales gave a brief overview of the item. The committee is statutorily recognized and is set up to oversee offenders who have spent one year or less in the County facility. The full committee meets quarterly. This change is to recognize the change in how the Corrections Director is shown as a member. BANEY: Move approval. DALY: Second. VOTE: BANEY: Yes. DALY: Yes. Before the Board was Consideration of Approval of Accounts Payable Vouchers for the 9 -1 -1 County Service District in the Amount of $10,792.34. BANEY: Move approval, subject to review. DALY: Second. Andrea Blum of the League of Women Voters said that recent elections forums were well attended but not at historic levels. Some were broadcast. She commended the Board on how well the Commissioners' meetings are run when compared to how other meetings are handled.
