Consideration of Board appointment for a new member to the Deschutes County Historic Landsmar cs

BACKGROUND AND POLICY IMPLICATIONS:
The purpose of this agenda item is to request that the Board of County Commissioners (Board) appoint
Roman Hone' to fill the ex -officio (non-voting) position of the Deschutes County Historical Landmarks
Commission. The Deschutes County Historical Landmarks Commission consists of nine official
members and undetermined number of ex -officio members. This position will act in an advisory
capacity to the landmarks commission. All members of the Historical Landmarks Commission, except
those in the Cities of Bend, Redmond, and Sisters must be appointed by the Board. Interviews were
held with a panel made up of one County Commissioner, the Landmarks Chairman and staff to fill a
vacancy for an ex -officio member on the landmarks commission. Five individuals were interviewed
with various backgrounds and the panel recommends that Ramon Hone' be the ex -officio County
representative for the Historical Landmarks Commission.
FISCAL IMPLICATIONS:
NONE.
RECOMMENDATION & ACTION REQUESTED:
Staff recommends that the Board appoint Ramon Hone' as the ex -officio County representative member
of the Deschutes County Historical Landmarks Commission.

BACKGROUND
The Deschutes County Historical Landmarks Commission consists of nine official members and

Re: Deschutes County Historical Landmarks Commission
Dear Ms. VanDonselaar,
As a community member of the fastest growing city in Oregon and one of the fastest
growing metropolitan areas in the United States, it is important to me that Bend
preserve, protect and honor its history. I have broad ranging career experience and
am most interested in sharing my experience and expertise as part of the Deschutes
County Historical Landmarks Commission.
Prior to starting my own firm Iwas an Associate Director at the Jerde Partnership, an
architecture and planning firm well known for its high quality master planning projects
around the world and its re -invigoration of once blighted areas. As a part of the Jerde
team I was able to put to use and further develop my planning and urban design
experience.
A brief summary of my qualifications:
• B.A., with honors in Architecture, Greenwich University, U.K., 1990
• Post Graduate degree with honors in Architecture, Greenwich University, U.K.,
1993
(Special focus studies in Urban Design and Revitalization of inner city areas)
• Professional license under the U.K. Architects Registration Board since 1997
• Member, Royal Institute of British Architects
• Currently completing NCARB license exams (80% completed)
Select Project Experience:
• The Great Eastern Hotel, London, United Kingdom
The hotel was a listed (historic landmark), but dilapidated Victorian Railway Hotel
in the heart of London in need of renovation. The challenge was to update the
existing hotel to provide all the necessary amenities expected of a five star
business hotel, whilst maintaining the character and grandeur of the original
building. New facilities were added and existing historic rooms were renovated
to bring them back to their former glory.
• The Atlantic Hotel, the Island of Jersey, United Kingdom
Upgrade of an existing 1930's hotel to meet current tourist demands whilst
respecting the original design and concept of the hotel.

•, 76-88 Wardour Street, London, United Kingdom
Renovation of a turn -of -the -century building in the historic Soho area of London.
The building contained a single tenant with much of the building unused. The
client wanted to retro -fit the building to attract tenants. The project construction
worked around the existing tenant whilst modernizing the buildings
infrastructure for the current and new tenants. The ground floor was opened up
to provide retail and restaurant opportunities, completing the once vacant
streetscape and encouraging pedestrian use.
