Consideration of Board Signature of Document #2008-603, Deschutes County Chemical Dependency
Organization (CDO) contract renewal with the State of Oregon, Department of Human Services,
Division of Medical Assistance Programs (DMAP).

BACKGROUND AND POLICY IMPLICATIONS:
The Deschutes County Board of Commissioners approved formation of the CDO in the 1990s to help
ensure members enrolled in Oregon Health Plan (OHP) residing in Deschutes County have access to
and can obtain outpatient substance abuse and dependency treatment services. Deschutes County
Mental Health (DCMH) seeks to renew the contract with the state of Oregon DMAP. The contract
renewal will enable Deschutes County, under the County's Mental Health Department, to continue the
CDO. The CDO functions as a managed care organization, which administers OHP dollars to fund
ongoing outpatient substance abuse and dependency treatment services through December 31, 2009 for
those Deschutes County residents who are enrolled in the OHP and assigned to our CDO. The average
number of OHP members enrolled with our CDO per month is 9,065. We estimate that 300 persons
will receive outpatient substance abuse and dependency treatment services in 2009 under the proposed
contract renewal. The bulk of outpatient services are provided by DCMH, BestCare Treatment
Services, Rimrock Trails, Serenity Lane and Pfeifer & Associates through the subcontracts each has
with the CDO.
FISCAL IMPLICATIONS:
Projected CDO revenue in 2009 as a result of a contract renewal would be $471,063. The estimated
CDO expenditure for substance abuse and dependency treatment services in 2009 is $291,000. The
estimated revenue and treatment services expenditure was planned in the 2008-2009 adopted budget of
the Mental Health Department.
RECOMMENDATION & ACTION REOUESTED:
Renew the Deschutes County Chemical Dependency Organization contract with the State of Oregon,
Department of Human Services, Division of Medical Assistance Programs for another year (January 1,
2009 through December 31, 2009).

Background & History: The Deschutes County Board of Commissioners approved

abuse and dependency treatment services. Deschutes County Mental Health has the
primary responsibility for providing substance abuse and dependency treatment
services as well as mental health services for county residents. Continuation of our
CDO work via a renewed contract with the State of Oregon Division of Medical
Assistance Programs (DMAP) helps to ensure that residents of Deschutes County
enrolled in the OHP have continued access and funding for outpatient substance abuse
and dependency treatment services. Outpatient services are provided both through
DCMH and through subcontracts with several community agencies.
