MINUTES OF WORK SESSION
DESCHUTES COUNTY BOARD OF COMMISSIONERS
MONDAY, SEPTEMBER 29, 2014

Present were Commissioners Tammy Baney, Anthony DeBone and Alan Unger.
Also present were Tom Anderson, County Administrator; Erik Kropp, Deputy
County Administrator; David Doyle, ; and, for a part of the meeting, Ken Harms,
Laurie Smith and Robin Edwards, Risk Management.
Chair Baney opened the meeting at 1:30 p.m.

1. Discussion of Solid Waste Diversion.
This item will be addressed at a future meeting.
2. Risk Management Update/Performance Review.
Robin Edwards gave an update on event permits. Four permits were approved
this year for one location, Fraley Ranch off Gosney Road. Once Code is
revised to mirror State law, this use may change. Erik Kropp said that Visit
Bend has been sending events to this location because it can accommodate
larger events. The property owner is going to examine the possibility of it
becoming a private park. Event organizers have been made aware of poten tial
changes. No complaints have been received regarding the events on this
property thus far.

Laurie Smith said they are updating forms and adding ADA verbiage and
making accessing information more user friendly on the website. OLCC
language has been added, and information on zoning and EFU uses is being
investigated. Mr. Kropp stated they strive for public service, and even though
there is a ninety-day advance notice required for events, the County remains
flexible and tries to accommodate the public.

Mr. Kropp stated that an event permit involves a fee for 50 to 500 attendees, if
the property is not already set up or zoned for events. Most are for bicycle
races and a few music events.
Tom Anderson said that Shepherd saga continues, so action on how some
events might be handled is being pushed out until this is resolved. The
Shepherd hearing will probably not be until January.

Chair Baney stated she has overheard conversations of Risk employees while
interacting with the public, and is impressed by how well the calls are handled.

Ms. Smith said that the RM-1 Policy regarding employee drug use, last updated
in 2006, has been updated since a lot has changed over the years. The vehicle
accident packets were updated and made simpler. The Sheriff vehicles and
other County vehicles will contain the same information.
The Risk Management intranet site is being updated as well.
Chair Baney asked how the changes would be communicated. Mr. Kropp
stated he will do an ‘everyone’ e-mail for most items.

Commissioner DeBone asked about ADA compliance. Ken Harms said there is
no enforcement ability by the County, but organizers of events need to know
their responsibilities. The OLCC information is included so people can contact
that agency if appropriate.

Commissioner DeBone asked if the department would need to increase in size
in the future. Mr. Harms said that they are managing all employees more
actively. It is a big job but they try to streamline as much as possible. Property
& Facilities has done a good job keeping ADA requirements up to date. A few
years ago, the Risk department had five employees, but some of the training
they used to provide has been passed on to the departments.

Commissioner Unger stated that the City of Bend has an ADA committee , and
are constantly being written up. Mr. Harms said there is a barrier removal
process the County follows, but they get probably less than one complaint a
year. The County does not have many sidewalks, so most issues are related to
buildings. Sidewalk ramps, bus stops and curb cuts are a big issue at the City
level. The County actually has more handicapped parking available at its
facilities than required.

Chair Baney asked if continuity is an issue. Mr. Harms said that they have a
safety committee that meets regularly, with representatives of all departments.
Mr. Anderson said that the accident rate is very low, below the industry
standard for workers’ compensation claims. Mr. Harms said is the best it has
been in four years.

Commissioner Unger asked how many vehicular accidents the County handles
annually. Mr. Kropp said that there are perhaps ten per year, and most of those
are in the parking lot. There are some deer hits, but most serious accidents
involve law enforcement and high-speed driving activities. The County puts
about 4.5 million miles a year on its vehicles. Employees are also required to
take driving classes regularly as a refresher.
3. Other Items.
Commissioner DeBone will be in Portland for a Governor’s Clean Fuels
Advisory Committee meeting the next couple of days.

Commissioner Unger attended a workforce meeting with representatives of 10
counties, working on documents that are supportive of County standards for a
governance of the workforce board, which would be a 190 with a governing
body. David Doyle said that this is a way for this group to address workforce
issues. Commissioner Unger said the established group is 24 counties and this
would make the group more localized. It would be paid by federal funds and
much of this is through Deschutes County due to population. Another meeting
will take place through AOC.

Chair Baney stated a follow-up e-mail would be sent to employees regarding
the transplant issue. There are still some e-mails and letters coming in on this.
Mr. Anderson stated that they have received a draft letter from the attorney and
Dave Doyle is working on it. The other party is not interested in any kind of
joint statement.

Regarding the purchase of jail beds as a fundraiser, those can be purchased
personally or a donation made to the Wounded Warriors Foundation.
Commissioner DeBone said he already bought a bed. Chair Baney asked about
using lottery funds for this purpose. Commissioner DeBone said that there are
many individual donations already shown on line.
UNGER: Move $500 total from his and Chair Baney’s lottery funds.
BANEY: Second.
VOTE: UNGER: Yes.
DEBONE: Yes.
BANEY: Chair votes yes.
The Commissioners will attend the open house and speak for a few minutes.
Chair Baney said she had a letter of congratulations from the Governor but the
Sheriff was not entirely pleased by it.

Bend 2030 is doing a housing study, and Chair Baney has been asked to weigh
in. The Affordable Housing Committee has made recommendations to the City
of Bend, but wants some of their ideas also presented to the public. Bend 2030
essentially has no funds. The County should support housing in general and
perhaps should help them to gather information from the public.
Commissioner Unger would be supportive if there is a plan for an outco me and
some kind of goals. The City has employees working on this already and there
should be more visible results. Chair Baney said they work on SDC’s and with
builders. They hope to reach more people who are not actively involved but
who might need help with housing options. Commissioner DeBone would also
like to see a specific request and some stated outcomes.

Regarding a meeting with the City of Sisters, it should be held before the end of
the year. Mr. Anderson said that the City is pleased with the help provided by
the EDCO representative.
Commissioner Unger would like to compare what the cities are doing with
these funds and the activities involved. Commissioner DeBone said he will
attend a meeting soon and will find out what he can. Chair Baney would like to
know the cities' sustainability plans for the future.
Chair Baney is hearing a lot about Connect Oregon funds, and some are trying
to get the OTC to make their projects next in line. There is no process in place,
and nothing she or the Board can do at this point. Commissioner Unger said the
idea of a private/public partnership sounds good, but they need to pay attention
to the details. It is a good time to plan. Chair Baney stated that she does not
know if the current group has the capacity to take this further.
Being no further items discussed, the meeting adjourned at 2:30 p.m.
