Bible and a goal to work with other organizations to help out the less fortunate living in the
community. Programs offered at the Bend Unit include conducting church, youth, and adult
programs and operating a social service office which provides emergency food, back -to -school
supplies, and other necessities.
Project Name: The Salvation Army Christmas Distribution
Project Description: The Christmas Distribution Program provides toys for children ages 0-18
and food boxes for approximately 1,000 families in coordination with the private sector.

Discretionary Grant Program Application Rationale
1. Describe the applicant organization, including its purpose, leadership structure, and
activities.
The Salvation Army is an international movement whose mission is based on the Bible.
We work with other organizations to help out the less fortunate in our community. Our
aim is to help others through donations received, but unfortunately, we cannot help with
all requests. We do the best we can with donations receive, leaving total overhead costs
at a minimum.
The leadership structure of The Salvation Army is as follows:
Local Level: Corps Officer (Pastor/Administrator), staff and volunteers
Divisional/Regional Level: Headquarters is based outside of Portland, OR with staff,
volunteers and other officers that support the local unit in various ways.
Territorial Level: A Territorial Commander, Officers, Staff and volunteers who support
the Divisional Level down to the Local Level.
Currently at The Salvation Army Bend Unit, we operate regular church programs, youth
programs, and adult programs for all people residing in our area. In addition, we also
operate a Social Service Office in which we provide an Emergency Food box throughout
the year, back to school supplies, Thanksgiving Food Box, Christmas Assistance, and
much more.
2. Describe the proposed project or activity.
The activity that we operate every year is our Christmas Assistance Program through our
Social Service Office. Through this program, we provide toys for children ages 0-18 and
a Christmas Food Box for each family (based on the total number in the household). Do
to the cost of the food box and the amount of families that we assist; we are looking for
funding to help offset some of the cost. We are looking to other private donors to help
supplement the rest of the cost.
3. Provide a timeline for completing the proposed project or activity.
During the month of November, we have intake for close to 1,000 families. At the end of
November, we then distribute some, not all of the families to other private sects to help
provide toys and/or food to the family. However, we do have a high amount of families
that remain provided by The Salvation Army. The conclusion of the project will be on
December 19th (our distribution day).
4. Explain how the proposed project or activity will positively impact the community.
This project that we conduct every year, along with partnering agencies and other private
sects, helps provide a Christmas Food Box for the family applicant along with toys for
children ages 0-18. Without the work of our volunteers and minimal staff, families
would go without presents and a food box. This program gives the lower income and the
underprivileged families in our community a sense of hope and a sense of love.
5. Identify the specific communities or groups that will benefit.
The program works with Self -Sufficiency department in DHS to help pinpoint the exact
families that need assistance. These are families that are on welfare, receive TANF, and
other government supplements. Through this partnership, we become the clearing house
for Deschutes County.
6. Describe how grant funds will be used and include the source and amounts of
matching funds or in-kind contributions, if any. Itemize anticipated expenditures*.
Through this application process, we are asking for $2,500 to help some of the cost of the
Christmas food box. Because we do help so many families and we are such a small
facility, we coordinate our efforts with Grocery Outlet in Bend. This year, we will be
providing each family with a $20.00 gift card (along with their government supplemental
help), they can purchase the food they desire for their Holiday Season.
The overall costs of our endeavors last year was close to $21,000. This year, we are
going to be sending out an appeal through the mail to ask that businesses and other
groups sponsor a family by making a monetary donation to The Salvation Army. We
believe that through this mail appeal and receiving the grant, we will be able to provide
the necessary funds to purchase gift cards for all families this Holiday Season.
7. If the grant will support an ongoing activity, explain how it will be funded in the
future.
As we are working to increase the need of our community, The Salvation Army is
looking to help receive this grant for this upcoming year. In the future, we will work
throughout the year as we prepare for the following Holiday Seasons to promote, provide,
and encourage donors to give to those less fortunate. We realize that needs, such as a toy
for a child, food on Christmas Day is a constant provision that will never stop. However,
we are committed to the low-income families in Deschutes County and will keep
providing to them with our greatest efforts.

consecutive years results in revocation of tax-exempt status as of
the filing due date of the third return for organizations required to
file. We will publish a list of organizations whose tax-exempt
status was revoked under section 6033(j) of the Code on our website
beginning in early 2011.
