HomeMy WebLinkAbout1-9-13 Web Policy PresentationWeb-Based Property Related Applications Administrative Policy Board of County Commissioners Work Session January 9, 2013 1 Background & Meeting Intent New Web-Based Application under development – Dial Property Information Presently do not have a policy to guide what information and features should be provided Policy has been drafted Seeking consensus on the contents of the draft policy prior to scheduling formal adoption 2 Dial - Property Information Application Comprehensive web-based application to access records maintained by: Assessors Office Tax Office Clerks Office Road Department/Surveyors Office Community Development Department 911 Cities Will provide extensive access to property records, scanned documents, and maps Will replace many of our existing applications 3 Draft Policy Content 4 Draft Policy Content Applicability Policy applies to web-based property related applications with content from multiple departments General Considerations Recognizes benefits of making information available through the Internet Efficient access for businesses and the public Saves County staffing costs Balances providing access to records with privacy considerations 5 Draft Policy Content Recommends two versions of the application Public Version Professional Version 6 Draft Policy Content Public Version Accessible through the County Internet site No option to search for a property by an owner’s name Once a property is selected, will provide property owner’s name, sales & valuation information, property improvements, development information, maps, etc. No link to Clerk’s Office property deeds, building pictures, or building dimension sketches No records exempt from public disclosure for individuals who have been granted exemptions to be provided Limited city information/records to be provided 7 Draft Policy Content Professional Version Accessible through the County Internet site Will provide an option to search for a property by an owner’s name Once a property is selected, will provide the same information as Public version plus links to Clerk’s Office property deeds, building pictures, or building dimension sketches, and future advanced features No records exempt from public disclosure for individuals who have been granted exemptions to be provided 8 Draft Policy Content Professional Version Will be accessible from the County Internet website Will require users to login to the application with a username (email address) and password User accounts will be issued following an on-line registration process Automated process with no formal review of applicants No personal or financial information to be collected as part of the registration process No financial charges 9 Draft Policy Content Other Considerations State legislation and statues to be monitored by County Assessor, County Clerk, County Surveyor, and Legal Counsel to assure policy remains in compliance Policy to be brought back before the Board every five years to assure consistency with views of the Commissioners 10 Discussion 11 Next Steps Policy to be finalized Scheduled for formal adoption 12
