Discretionary Grant Program Application
1. Describe the applicant organization, including its purpose, leadership structure and activities.
Newberry Habitat for Humanity (NHFH) builds energy efficient homes for low-income working families in
Southern Deschutes County. Since its founding in 1993 this affiliate of Habitat for Humanity International
has completed 22 homes in the area south of Sunriver and in La Pine. NHFH volunteers also do minor
home repair, weatherization and ramp building projects for the ill, impaired and elderly in the south county
area. To date, Newberry Habitat has completed 12 of these projects.
NHFH has a full-time Executive Director, Dwane Krumme, who oversees all aspects of the affiliate's
activities and who serves at the discretion of the Board of Directors. The thirteen members of the board
are mostly retired professionals who represent both La Pine and Sunriver. They are actively involved with
the organization and each brings a unique strength and background experience to the board. Board
members take on committee and special task force assignments, such as fundraising, developing the
Strategic Plan, working directly with applying families and working as liaisons to community groups.
The current construction budget for each house built by Newberry Habitat is approximately $75,000, plus
$18,600 for the lot. To provide funding for its building and repair projects, NHFH opened its La Pine
ReStore in 2010. The affiliate employs of full-time manager who directs the store's five -days -a -week
operations, a part-time receiving manager, and a part-time driver for its truck which picks up donations in
both La Pine and Sunriver. In addition, NHFH has a Construction Manager under contract to supervise the
building of its 2013 house.
More than 100 volunteers serve the affiliate as ReStore clerks, construction volunteers, members of
committees, and on special projects. Newberry Habitat has recently been awarded a $10,000 grant by the
Maybelle Clark MacDonald Foundation to employ its first Volunteer Coordinator on a part-time basis for the
coming year.
NHFH has many community partners. It received a $4,000 grant from the Sunriver Women's Club and a
$5,000 grant from USBancorp for construction of its current house. The La Pine Grange sponsors an
annual "Chicken Coop Tour" with a portion of the proceeds going to Newberry Habitat $1,451 in 2012.
Eleven of the 24 suppliers or sub -contractors used in construction of the 2012 house gave NHFH materials
or services at either no charge or at a discount. The May 10, 2013 Women Build Day, resulted in a $5,000
grant from Lowe's. Although Newberry Habitat is not an agency of the Deschutes County United Way, the
two organizations have an agreement whereby United Way donors can earmark their contributions to be
passed on to NHFH. During the current fiscal year $5,267 has been received from this source. Sunriver
Resort named Newberry Habitat for Humanity as the recipient of proceeds from its 2012 holiday
"Gingerbread Junction", netting $2,700 for the affiliate. 114 individuals donated $32,650 in this fiscal year's
annual direct mailing. Despite these collaborations, raising adequate funding to accomplish its work is
always a challenge for Newberry Habitat for Humanity.
2. Describe the proposed project or activity.

Newberry Habitat for Humanity is requesting a $2,500 grant from the Deschutes County Video Lottery Fund
Discretionary Grant Program to match a $2,500 grant the organization has received from Thrivent
Financials for Lutherans to be used for this project. The combined grant monies offset part of the
$6,389.55 cost to repair the home of a navy veteran's widow in La Pine.
Chris Riggs owns a 3 bedroom, 2 bath, 1372 sq. ft. manufactured home built in 1996. Until she was
recently admitted to a memory care facility, Chris's mother was living with Chris and her son, Scott. Scott
attends COCC, pursuing a career in Criminal Justice. Chris is employed as the manager of the La Pine
Community Kitchen and has long served as the head of the La Pine Community Action Team.
This project is characterized as a critical home repair and preservation project on an owner -occupied home.
Inspection by a licensed contractor has revealed that the roofing has deteriorated as has the underlying
structure causing substantial leaking problems. Flashing around roof vents is damaged. The front porch
has deteriorated and is unsafe. The wooden front entry door is aged and splintering. 108 feet of belly band
between the home's siding and skirting is damaged and needs to be removed and replaced. A 9 volt
battery operated CO2 detector is to be installed.
Removal of the present roof, hauling away debris and installation of new sheathing, shingles, vents and
flashing will be done by a professional roofing contractor. All other repairs and painting the exterior of the
home will be done by Newberry Habitat volunteers. Scott Riggs has committed to putting in 16 hours
working on this project.
Chris Riggs has signed a contract with Newberry Habitat for Humanity to repay the costs of this project in
monthly, no -interest installments over the next 11 years.
3. Provide a timeline for completing the proposed project or activity.
The roofing contractor is to begin his work on the Riggs' home on June 11. After the completion of his
phase of the project, volunteers have targeted June 30 to complete their work. The affiliate plans to have
all costs incurred paid by July 15.
4. Explain how the proposed project or activity will positively impact the community.
This project will serve as a model for what Newberry Habitat can do to help others in La Pine who qualify
for help with critical home repairs which are within the scope of what the organization can accomplish.
5. Identify the specific communities or groups that will benefit.
2010 census statistics reveal that La Pine has proportionally the largest veteran population of any city in
Oregon. Newberry Habitat for Humanity has long tried to interest this portion of the La Pine population in
its work. It is hoped that this will be the first step in establishing good will between NHFH and individual
veterans and veteran's groups in La Pine. It is also hoped that this will be only the first project of NHFH to
benefit La Pine veterans and their families who have a need for improved housing.
6. Describe how grand funds will be used and include the source and amounts of matching funds
or in-kind contributions, if any. Itemize anticipated expenditures.

This letter will confirm that Newberry HFH has been added to the roster of exempt
subordinates included in the group exemption letter of Habitat for Humanity International,
Inc. ("HFHI") under section 501(c)(3) of the Internal Revenue Code, effective on
December 1, 1993.
The enclosed copy of the group exemption letter received from the IRS (dated April 27,
1990) provides evidence of HFHI's group exemption. That letter, together with this letter
which confirms your affiliate's exempt subordinate status, provide evidence of your tax
exempt status under section 501(c)(3) of the code. Both of these letters should be retained
as part of your affiliate's permanent records.
Also, we are enclosing for your information a sheet entitled "Affiliate Tax Return
Reminders." Please note that a significant penalty may be imposed when a return is filed
late. To assist in the consolidation of your affiliate's financial data with that of HFHI, we
request that you use a calender year accounting period (January 1 -December 31).
The group exemption number assigned to HFHI by the IRS is 8545. This number may be
provided to prospective donors, foundations, and other grant organizations as they request
it, and is required on certain IRS forms.

Install Certainteed Landmark shingles over 15# felt
Install Ice and Snow Water Shield at all eaves and valleys
