Organization Description: Founded in 2002, this organization facilitates the rescue,
rehabilitation and permanent placement of abused, neglected and unwanted horses. The
organization also promotes equine awareness and fosters responsible equine
guardianship.
Project Name: Spring Hay and Grain Campaign
Project Description: This grant will be used to purchase hay and grain for the horses.
The spring is usually when hay availability is least favorable and prices are highest.
Although prices vary, the cost is expected to be $225 to $300 per ton. The organization
will spend about $2,500 a month on average.

Answer to question 1-6
1. Equine Outreach Horse Rescue, Inc. (EOI) is one of the largest horse rescues in
the West. It was founded in 2002 by Joan Steelhammer, a lifelong animal lover and
advocate. Our purpose is to facilitate in the rescue, rehabilitation and permanent
placement of abused, neglected and unwanted horses. Our goal is to promote equine
awareness, and to foster responsible equine guardianship. Joan Steelhammer is the
President of EOI, and is assisted by our trainer, Anjuli Bish. EOI is 100% volunteer run,
and we have several committees assigned to various aspects of maintaining the ranch and
care of the horses. Our committees include:
A. The "Rainbow Committee" which deals with issues of euthanasia.
Although we are a no kill rescue there are times when a horse's health and/or age
require euthanasia to prevent further suffering. The Rainbow Committee, always
under the advice of our veterinarian Gordon Bunting, makes these difficult and
painful decisions.
B. The Fundraising Committee works to provide funding for the ranch in
many ways. We have a yearly adoption fair at the ranch which includes a garage
sale, silent auction, raffle and barbecue. Throughout the year we have our
information table at various events to educate the public, and to raise funds.
Examples are our display at Whole Foods last fall, and Sagebrush event during
the Bend Summer Festival. Most recently we had our Hearts for Horses Concert
at Innovation Theater in Bend, February 15th. In addition to public events I
submit grants on an ongoing basis.
C. Maintenance Committee tends to repairs, building projects, manure
removal, pasture cleaning, etc of the ranch.
D. Training Committee is headed by our trainer, Anjuli Bish, and works to
assess the levels of training a horse has had, then works with training them so they
are appropriate and safe for adoption. With our rescue of 70 Warm Springs wild
mustangs from going to slaughter and our recent addition of Tarpan horses from
Prineville our volunteers are busy!
E. Adoption Committee works to publicize horses that are ready for
adoption, and matches each horse to an appropriate adopter. No horse is ever
adopted without this committee's approval of the future living situation of the
horse, and the future owner's ability to care for the horse, including their
knowledge base of horse care.
F. Intake Committee evaluates each case of surrender or seizure to assess if
the horse is OK to take in. This includes the horse's health, disposition and if we
have adequate space for them.
2. The current Spring Hay and Grain campaign is to continue to provide the best
nutritional support possible for our horses.
3. Springtime finds hay availability is at its lowest each year, while price/ton is at its
highest. We expect this campaign to be completed by May, 2012.

4. EOI continues to provide economic health by purchasing hay locally. We
patronize local businesses for grain, veterinary and farrier services, equine tack, and all
goods and services needed to maintain the ranch. Also, our manure is provided to Juniper
Jungle Permaculture Farm as fertilizer at no cost.
5. Equine Outreach is proud of the therapeutic and educational work and
opportunities we provide for Deschutes County. Among the many groups that come to
EOI on a regular basis are: Life Skills Programs from Bend-Lapine School District,
Oregon National Guard Youth Challenge, Boy and Girl Scouts of America, Whispering
Winds Retirement Home, New Leaf Academy Girls School, and various Chemical
Dependency Rehabilitation Programs. EOI also assists Law Enforcement agencies
throughout Deschutes County and the entire state with animal related issues.
7. In itemizing expenditures hay prices vary but generally run $225 to $300 per ton.
Grain and CHOP (specialized hay grasses for horses with few or no teeth) is $2500
minimum per month. These numbers can very slightly depending on census, but this is a
good average. We do receive intermittent in-kind donations of hay and grain from local
people, season and availability depending. Spring is a particularly slower time for in-kind
and monetary donations. Our fundraising events throughout the year, but particularly in
the summer go a long way to maintaining our viability. We have our annual Diamonds in
the Rough adoption fair, our booth at the Polo Club yearly event, and other public events
as listed above. EOI also applies for grants with animal welfare organizations, and most
recently received a grant of $4000 from the ASPCA for fencing needs and a grant of
$1,000 from Deschutes County for gelding fees.
