Organization Description: OHSET promotes programs fostering horsemanship
education, sponsor activities to encourage interscholastic participation and to have
cooperative, adult -supervised leadership for students in grades 9 to 12. Students represent
their schools in a variety of individual and team events.
Project Name: State Championships
Project Description: Grant funding will be used in support of the state championship
meet for high school equestrian athletes held in Redmond. Athletes qualify for the meet
by placing in 1st, 2nd or 3rd at one of three district meets in one of more than 20 individual
or team events. There are eight districts in the state. The event hosts more than 500
families and more than 600 horses.
Project Period: May 17 — 20, 2012
Amount of Request: $2,500 (Project Budget = $94,200)

1. Describe the applicant organization, including its purpose, leadership structure, and activities.
Oregon High School Equestrian Teams, Inc. (OHSET) is an independent non-profit organization that
provides structure and opportunity for high school equestrian athletes. We are dedicated to
promoting and organizing equestrian competition in high school athletic programs. Our goal is to
give high school equestrian athletes an opportunity to achieve recognition in a fair, positive and
educational format. We encourage team play, peer acceptance and good horsemanship. We utilize
OSAA (Oregon School Activities Association) guidelines for competition eligibility and participation.
There are eight (8) ONSET districts throughout the state, each having between 75-140 athletes,
1000+/- athletes total. Each district operates three (3) local meets annually. Athletes placing 1St -3rd
overall in their district (All 3 meets total into final results) in any event qualifies that athlete to
attend the state championship and vie for a state title or medal. Athletes may also qualify for the
state meet by setting and holding a record in a timed event or being in the top 10% if more than 30
athletes are competing in any single event in their district. There are 18 individual events ranging
from western, to English, to dressage, and timed events like barrels, poles and daubing.
Additionally, there are various team events where more than one rider works together as a team,
including team penning, drill, working pairs and team flags. The diverse offerings of OHSET make it
popular, fun, and educational.
All ONSET staff, including coaches, directors, and advisors are volunteers. The State Board includes
four (4) officers, committee chairs, and two (2) adult representatives and one youth from each
district. The State Board is responsible for hosting the State Championship Meet and work together
year round to manage this meet in addition to updating our rule book, managing operating
guidelines, and much more.

2. Describe the proposed project or activity.
The State Championship meet, is the opportunity for athletes who qualify in each district to
compete against the winners of other districts for state title honors. The event hosts 500+ families
and 600+ horses. While some of these families stay in RVs on site, many stay in motels around the
area. They purchase meals and fuel, shop and entertain in the Bend and Redmond areas. The local
economy is significantly impacted by this event. It's one of, if not the largest, equine activity hosted
in the region.

3. Provide a timeline for completing the proposed project or activity.
The actual competition is Thursday, May 17 —Sunday, May 20, 2012. Athletes and their families
begin arriving early on Wednesday, May 16. The planning and facilitation of this event happens
immediately following the previous year's event. All vendors/contractors associated with the event
are paid immediately on presentation of a bill or statement at the event or upon receipt of
documentation.
4. Explain how the proposed project or activity will impact the community's economic health.
Hosting 500+ families and 600+ horses will most certainly have a significant economic impact.
Hotels, restaurants, fuel stations, veterinarians, and other local businesses will benefit. Most
families will spend at least three (3) days in Central Oregon. Simply hosting this event, before the
participants arrive also improves the local economy. The meet requires portable stalls, cattle, the
facility, and local vendors. All of these inject statewide dollars into our local community.
5. Identify the specific communities or groups that will benefit.
Redmond will benefit most, followed closely by Bend. Redmond motels will fill and some families
will stay in Bend. Participants will eat, shop and entertain in Redmond, Bend and Sisters.
6. Budget is attached. This grant will specifically help us provide additional stalls for this event.
The fairgrounds offers 425 portable stalls, we'll need to set up an additional 200 stalls. These
stalls cost $65 each to set and shavings can run as high as $40 per stall depending on availability.
The goal is for these dollars to help reduce the cost of the stalls to athletes and their families.
This will potentially allow more families to participate, and leave others more money to spend
locally. This event is funded in a variety of ways. Athletes and their families pay for RV parking
and stalls. Additionally, each athlete contributes $50 of their "pay to play" fees when they
register for OHSET. Those funds also help to cover the costs of this event.
