The total area being protected is 69,000 acres in the Deschutes River Basin that encompasses 26 communities. Project Name: Wildland Ecosystem Restoration & Community Greenhouse Project Project Description: There are two grant requests. Wildland Exosystem Restoration - Computer maps have been created showing the wildfire risk. These maps will be used for educating residents in these communities about creating defensible spaces to reduce fire damage. These grant funds will be used to print large size maps ($1,875) and distribution costs. The request for this project is $2,500. The total project is estimated to cost $14,977. Community Greenhouse Project — These funds will be used to construct and operate a commercial greenhouse in South Deschutes County. This will allow for the growth of fruits and vegetables year around. This project will provide jobs and food assistance to those in need, as well as benefitting the local community. This request is for $750. The Coalition has a proven record of managing grant and donated funds and has worked in Deschutes County with the USFS, BLM, Oregon Department of Forestry, Project Wildfire and other agencies in fulfilling its mission. The UDRC is a leader in developing and managing a diverse collaboration of Federal, State, County, neighborhood associations, stakeholders and nonprofits to address issues and effectively management of 69,000 acres in the Deschutes River Basin of Central Oregon. The UDRC was formed in 2004 and since 2005, obtained grants and donations of over $600,000 which the Coalition invested in its service area with an economic impact of $3 million. Major funding from 2005 to date includes Western States Fuels grant of $194,000, BLM Planning grant of $100,000, National Fire Plan Fuels Reduction grant of $145,000, National Forest Foundation grants of $22,000, Deschutes County and Project Wildfire grants of $112,000 and several smaller grants. The 2012 operating budget is $23,256. Project Title: Wildland Ecosystem Restoration in Deschutes County, Oregon To enhance and expand our ability to create a healthy ecosystem in Deschutes County by obtaining land owner action to create wildfire defensible spaces and maintain forest landscapes resulting in restoration and sustainability of healthy fire-resistant forests, pure and abundant river flows and wildlife habitat. Provide the Coalition's 26 neighborhoods with mapping services showing the condition of each property and its risk rating. Provide neighborhood representatives with ways to communicate with residents and obtain their commitments to restore their forested property. Budget: $30,344 Grant Request $2,500 UDRC matching in-kind funds of $9,480: The Coalition is in-kind contribution consists of $3,600 in the 26 neighborhoods; $2,400 in volunteer computer mapping and sorting by wildfire risk states of 6,200 properties; $600 in time for the mailing; $600 for program management; $1,800 for UDRC Board of Directors; and $480 for the UDRC Leadership team. Evidence of Feasibility: The District Ranger of Bend -Fort Rock Ranger District, US Forest Service and the Deschutes County Forester have both stated the Coalition is the leader in establishing and building restoration collaborations in the Western United States. The Coalition has spent over $400,000 in grant and donated funds on restoration since 2005 and has restored over 600 properties. Schedule: Proceed upon receipt of the grant in the spring of 2012 and the program would be complete in the summer/fall of 2012. The County will be recognized as providing a grant (if desired). Anticipated Outcomes: • Increase the property owner's awareness of the importance of protecting their communities from wildfires and the resultant damage to the watershed and wildlife habitat. o Obtain waivers for restoration work on 450 one-half acre properties. • The education of 6,200 property owners and or residents is critical for the long-term stewardship and responsibility for our environment. o Raise $3,000 in donations as a result of the mailing. o Obtain restoration grants from Deschutes County and other sources for restoration work. • The grant will assist the Coalition in providing effective educational services to the communities. If one wild fire can be prevented by educating property owners in creating defensible spaces and in maintaining spaces, the economic value to all neighborhoods will be substantial. These commodities are generally grown outside our area and often come from sources outside the United States. Our target area has a lower median income, a higher unemployment rate, a higher poverty rate and a higher utilization of food assistance resources (especially among children) than Deschutes County as a whole, and much of the state in general. The Upper Deschutes River Coalition (UDRC), as a not for profit 501(c)3 corporation operating in Southern Deschutes County, is proposing the construction and operation of commercial greenhouses that will allow year round fruit and vegetable production. This project will provide jobs and food assistance to those in need, along with other local community benefits. The Community Greenhouses will have a separate governing council reporting to the UDRC as the managing entity. The internal organizational structure is currently in the development process, and we are reviewing how community gardens, co-ops, CSAs, or a hybrid of these structures might function. The project will have active local community involvement in the planning, fund raising, startup, and in on-going operation. The local schools, senior citizens, disabled or disadvantaged individuals, veterans, master gardeners, and area residents will be involved in the project as both participants and beneficiaries. OSU Cascades and COCC, in cooperation with Portland State University, OSU Corvallis and the University of Oregon, will be encouraged to participate in the development and operation. Food produced will be distributed to local schools, food banks and community kitchens. Agriculture, nutrition, cooking and business will be included in the educational component, and introduced in 4 segments to children and adults; 1. Farming Education -Growing fruits and vegetables, from the initial soil preparation through harvest. 2. Nutritional Education - Working with the schools to influence the student's nutritional understanding and their dietary choices. 3. Culinary Education - Demonstrate to the students the proper methods of preparing and cooking fresh fruit and vegetables. 4. Business Education - Operate and maintain a small farmers market. The greenhouses will be constructed of steel or metal frames, with polycarbonate walls and roof, approximately 40'-50' wide x 100'-150' long. The units will be connected to one another in phases as product demand increases and funding becomes available. The eventual built out covered area will be approximately 25,000-50,000 square feet. Alternative energy heating/cooling and power generation sources will be used. Sources under consideration include: excess heat from a Data Center, a biomass boiler system using wood materials/animal byproducts; a photovoltaic/thermal solar system, and a ground source heat exchanger using an open or closed loop system. A rain and snow water retention system will be installed. Additional water will be obtained from either the LaPine Water and Sewer District or an onsite well or a combination of both. The site will also include an outdoor garden area of approximately 20,000 to 30,000 square feet. This area will be used for educational training, agriculture production, and an interpretive area, demonstrating to area residents the plants the Southern Deschutes County environment will support. The greenhouses and the external garden area will use various growing methods, including: 1. Hydroponics — high yield 2. Aquaponics — high yield 3. Mittleider — high yield 4. Raised beds—traditional 5. Permaculture —traditional Native plants and trees will be grown for reforestation efforts on public and private lands. The total site size is projected to be twenty acres. Public and private grants will be the source for the initial project development and operational funding. Several ongoing operational funding sources are being considered. These include: 1. Leasing small plots to individuals and neighborhoods 2. Selling product to local restaurants and grocery stores 3. Selling product to families using SNAP funds 4. Selling product in an onsite farmers market. 5. Selling compost using animal waste, food by-products, and other organic material. 6. Selling native grasses and seedlings 7. Grants and donations The greenhouse operations and maintenance will create paid management and staff positions. Local residents will be given first priority in filling these positions. Once the greenhouses are fully functional our goal is for other communities to use this project as their model. The greenhouse project will build community as neighbors work together to make a positive difference in the Southern Deschutes and Northern Klamath counties.
