Tammy Baney: Anthony DeBone: Alan Unger: Amount: Amount: Amount: Signature: Signature: Signature: Together For Children is a non-profit 501(c) corporation modeled after the nationally recognized program Parents As Teachers, a program that believes: • all parents have strengths that can be made stronger through education and support • parents are their children's first and most important teachers • the birth to three years are a critical stage of development We provide an educational program for families with children from birth through three years of age. Families can enroll in the year program in Sisters and Bend which meet once a week for 2 hours in each community. Bend also has a baby group that meets for a shorter period of time. In addition, we are an important part of the Teen Parenting program at Bend High, thanks to a grant from Deschutes County. Together For Children has a vision that all children will be able to reach their potential and all parents will be competent parents. We envision children with skills that prepare them for school and parents able to cope with the stress of parenting, responding in positive ways to their children. We know that by reducing stress in parents we reduce the risk of child abuse. Our mission is to enhance the lives of children by strengthening families through parent education, parent/child interaction and community support. The organization is governed by a Board of Directors that believes strongly in the value of the program. Together For Children was established by the state of Oregon in 1989. Since that time the Central Oregon program has served over 3,000 families which could encompass 6 to 9,000 people. The children in these families have benefitted immensely by the early childhood education, the skills their parents have developed, the prevention of child abuse and the resources provided by their communities. Most have entered kindergarten prepared and ready to gain from the experience. The organization has had a continuing positive impact throughout the area. Unfortunately, the program lost its state funding in 2003 and has had to rely on tuition, donations, grants and fundraising since that time. The economic situation in Central Oregon has affected the Boards' ability to successfully sustain this challenge and for the first time they find themselves accruing dept in order to complete their program year in June. Predicted expenses for April through the first week of June come to approximately $6,200. Through tuition, donations and fundraising we hope to bring in near $4,800. This leaves a deficit of $1,200. This is why we have come to the county, requesting assistance to help us finish off the year unencumbered by debt. Without assistance, the Board is unsure of how to proceed. We currently have 25 families in Sisters and Bend who have paid full tuition for the term. Recently we concluded a fund raising campaign where supporters invested in our work. We also have the final weeks of the school year to provide the services the County has funded to the Teen Parents of Bend High. The overhead operating costs of the program are minimal; however, they too are impacted by the situation. The Board is committed to following through with these responsibilities and will work tirelessly to raise what ever funds are needed. At this point, the future of Together For Children is unclear. Additional Board members are being recruited to be visionary in regards to reorganization and projections. Presently, the focus is on completing this year successfully. That letter required you to file IRS Form 8734 at the end of your advance ruling period to establish that you qualify as a public charity. New IRS regulations changed the procedures governing your public charity status. You are no longer required to file Form 8734 at the end of the ruling period. The regulations also provide that donors can rely on your advance ruling letter with respect to your public charity status unless the IRS changes that status, based on the organization no longer meeting an applicable public support test, and publishes notice of the change. If you have received Form 8734 from the IRS, please do not file it. Please keep your advance ruling letter along with this letter for your permanent records. The regulations also changed the rules for computing public support, consistent with the redesigned Form 990, Return of Organization Exempt from Income Tax. For more information regarding those rules and the redesigned Form 990, please see the IRS website at www.irs.gov/eo. Page 1 (Rev. 07/2008)
