Also present were Erik Kropp, Interim County Administrator; and, for a portion of the meeting, Susan Ross, Property & Facilities; Nick Lelack, Community Development; and media representative Hillary Borrud of The Bulletin. Chair DeBone opened the meeting at 5:05 p.m. 1. Consideration of Signature of a Notice of Intent to Award Contract Letter for the Construction of the Deschutes County Health Care Clinic, Sisters. Susan Ross gave an overview of the bids and work to be done. She said the building would be about 2,600 square feet. There is a grant for $500,000 to which the County would be adding about $152,000 out of the capital projects fund. There were four bids, with the lowest being $282,000. She was able to negotiate this down to $552,000. The cost is higher than anticipated because an assisted living facility was supposed to already be in place, and they would have had to deal with some of the infrastructure. She is negotiating with that developer to offset these costs once construction of the assisted living facility is underway. BANEY: Move signature of the intent to award contract letter. UNDER: Second. VOTE: BANEY: Yes. UNGER: Yes. DEBONE: Chair votes yes. Ms. Ross left the meeting at this time. 2. Discussion regarding Interviews for Planning Commission Vacancies. Nick Lelack said that there are two open seats on the Planning Commission; one is for the Redmond area and one is at large. He provided a list of applicants interested in the positions. He said that the appointments need to be made before the end of June due to upcoming meetings. Commissioner Baney emphasized that it is important to have diversity on this group. She feels this could be accomplished given the experience and background of the current applicants. Chair DeBone said he would like to interview them all. Commissioner Unger noted that they want to avoid any potential conflicts of interest. Commissioner Baney indicated that if someone has a personal agenda, that might be okay if they want to institute change and are up-front about it. However, the person needs to keep the interest of the entire county in mind. The Commissioners felt that it would be appropriate for Chair DeBone to represent the Board during this selection process. He will be interviewing the candidates along with Mr. Lelack and the Chair of the Planning Commission. At this point, at 5:20 p.m., the Board went into Executive Session, called under ORS 192.660(2) (a), to consider the employment ofa County officer or employee (County Forester).
