MINUTES OF SPECIAL WORK SESSION
DESCHUTES COUNTY BOARD OF COMMISSIONERS
FRIDAY, OCTOBER 5, 2012

Present were Commissioners Anthony DeBone, Alan Unger and Tammy Baney.
Also present were Erik Kropp, Interim County Administrator; Mark Pilliod,
County Counsel; media representative Ben Botkin of The Bulletin; and for a
portion of the meeting, via conference call, recruiter Greg Prothman of Prothman
Co.
Chair DeBone called the meeting to order at 10:00 a.m., at which time the Board
went into executive session.
1. Executive Session, called under ORS 192.660(2)(a) and ORS 192.660(7),
Consideration of Employment of a Public Official.
The session ended at 10:55 a.m.
2. Other Items.
The Health Department wants to apply for a $5,000 grant from Project Connect,
to be used for training staff to recognize potential domestic violence situations,
and how best to refer people to the right resources.
Board was supportive of this application.

Commissioner Unger stated that in regard to COIC, a big topic of discussion is
transportation services inside and outside of town. Chair DeBone said it is not
the County’s meeting, but the Board is invited to attend the meeting.

Commissioner Baney stated these are the State funds primarily. Mr. Kropp
indicated that this should not be perceived as a County program because the
County may then be expected to take care of problems as they arise.
Commissioner Unger noted that if people live in rural areas, they should not
have urban expectations. The County is not the one to fill in those gaps in
service. Mr. Kropp said there is a cycle and process in place. Chair DeBone
stated that COIC may attempt the formation of a transportation district, but it is
expensive.
Commissioner Unger said they are talking about permanent funding, but there
have to be resources for this. The County has no viable way to solve this
problem, which has to have wide-ranging support. No transportation system is
able to pay for itself. Chair DeBone supports shuttles to a downtown core, but
it is too expensive to have a comprehensive system. Individual trips are very
costly.
Commissioner Unger said Special Transportation Fun ds come from the State,
but that revenue is not stable and is part of a grant application process.
Commissioner Baney had to leave the meeting at this time.
Commissioner Unger said the private bus services find it too hard to operate at
a profit. Chair DeBone stated that he personally needs to be mobile, as do
others. Dial-a-Ride only handles some needs. At some point, it is not cost-
effective for people to live in outlying areas.
Commissioner Unger said it is a challenge for all transportation groups, many
of which have lost funding, and the cost of transportation has greatly increased.
Many people seem to expect that these services will be provided, but sometimes
it is not possible.
Being no further discussion, the meeting adjourned at 11:10 a.m.
