The main goal of this organization is to develop and promote an affordable, high quality system of early childhood programs and to support each child in their early learning opportunities. Project Name: Week of the Young Child 2010 Project Description: The Week of the Young Child is a nationally recognized week sponsored by the National Association for the Education of Young Children that celebrates the more than 35 million children ages 0 to 8 years old, as well as the parents, teachers and caregivers who support and educate them. It is intended to raise community awareness and to educate the community about the importance of a child's early years and the value of investing in programs targeted for them. This is the third year the CFC is taking the lead to coordinate this event throughout Deschutes County. This year, the CFC is making a concerted effort to educate and link our business community to early care issues that impact their employees and could have an impact on the bottom line of their businesses. We want to highlight the importance of early care and education that is supported by research as a great return on investment and continue the momentum gained by our earlier $25K investment in developing the early care networks and the report on the Deschutes county conditions regarding this topic. When children get a good start in life, we all benefit. • Studies have shown that `investments in high-quality early learning programs for children from birth to age five yield high returns, and that for every dollar invested today, savings range from $2.50 to as much as $17 in the years ahead'. (Dr. Heckman). • Other studies have shown that poverty in the early years 'is associated with challenges in adulthood, including fewer years in school, less earnings, higher crime rates, and greater dependency on public assistance'. • The percentage of women in the workforce 'is nearing 50% and continues to grow'. • The average American working parent misses nine days of work per year (Carillo, 2004). As children move through day care and into elementary school, the number of days missed increases to thirteen. The absences are costly for employers, as is turnover, estimated at one and a half times annual salary for an exempt employee and three-quarters of annual wages for hourly workers (Phillips and Resiman 1992). • Twenty percent of U.S. workers are functionally illiterate and innumerate (J. Heckman) • Children's success in school will result in higher graduation rates, a better trained, stable and educated workforce, increased productivity, higher earnings, a workforce that is more competitive for the global market, and in turn, will help make the community a stronger and more vibrant place. The Week of the Young Child is a nationally celebrated week that honors more than 35 million children from birth through the age of 8 in America, and the families, teachers and others who help children make the most of the opportunities in their early years. It is an effort to educate the community about the importance of loving early environments and early quality care and education in the preparation of children entering kindergarten ready to learn. The Week of the Young Child is a community awareness and education campaign aimed at increasing awareness of early childhood issues, and helps bring the theme: Play Together, Learn Together, Grow Together to light. This year, the week will be shaped by three major events: • The Kick-off event, Monday, April 11, 2011, is geared toward policy makers, educators, child advocates and businesses. This day is a chance to meet with elected officials, and to show support for public policies that support children and families. An award will be given this year to a business that has demonstrated family -friendly policies. • A parent oriented event presented by the PYC group designed to educate parents and the community about the importance of quality early childhood development. • `Eat, PLAY, Love: A Community Dinner and Celebration on Friday, April 15, 2011. A free dinner celebration at the High Desert Museum By involving and educating the businesses community and the whole community, we will attempt to move the conversation forward on the importance for all to be involved with and to advocate for early childhood care and education, as it not only helps the economic development and workforce in a community, but it enriches the entire community. Last year's budget was just over $6,000.00 dollars. Most of this money was spent on venues, design and marketing, and advertising on radio and print. We are seeking sponsors from the community and have in-kind sponsorships from True North Parenting Magazine, the High Desert Museum, and an interest to re -sponsor from U.S. Bank. We are budgeting $10K this year with the hopes of spending more money in advertising on different radio stations (including La Bronca), and possibly collaborating with LAUNCH for T.V. promotions. Last year, through a combination of individual Commissioners, $2000.00 was granted to support WOYC activities. With the increased emphasis on business participation and the additional communication and networking activities aimed at this targeted population, we are asking for $3000.00 from the Commissioners to support the WOYC community and business communication and education efforts. The Week of the Young Child will conclude April 16, 2011. Through collaboration with LAUNCH, our goal is to launch a year-long campaign on the importance of children in our community.
