Organization Description: This organization fundraises to ensure the public library
program reaches and serves the people of Deschutes County. These fundraising efforts
are focused in three areas: bringing awareness and exposure to literature, supporting
outreach services to the underserved and enhancing literacy through summer reading
programs.
Project Name: A Novel Idea...Read Together
Project Description: These grant funds will be used in support of A Novel Idea...Read
Together, a community reading program. Participants read a particular book and
participate in related cultural and literary events culminating in a visit from the author for
readings and discussions.
Project Period: April 9 — April 30, 2011
Amount of Request: $1,000 (Total Anticipated Expenses = $33,650)

Deschutes Public Library Foundation
1. The Deschutes Public Library Foundation raises and manages funds to ensure a world-class public library program
that reaches and serves all people in Deschutes County. The Foundation is governed by a Board of Directors
(Teresa Bowerman, Ann Evensen, Beth Faulkenberry, Sandy Freeman, Ann Malkin, Ann Maudlin, and Michael
McGean) and managed by Executive Director, Marie Bernardy. The Foundation has three areas of focus for its
fundraising efforts: Bringing awareness and exposure to literature; supporting outreach services to the
underserved; and enhancing literacy through summer reading programs.
2. The Foundation requests a grant of $1,000 to support the 2011 A Novel Idea...Read Together community reading
program. A Novel Idea brings awareness of and exposure to literature to residents of Deschutes County.
Through this annual Spring program, thousands of participants—adults and young adults—share the common
bond of reading a selected book and participating in related cultural and literary events. All events, which are
offered at the 5 library branches, are free to the public. A Novel Idea culminates with a visit from the selected
book's author, who presents his/her work through readings, discussions, and book signings.
3. Planning for the 2011 program is underway. Events will take place between April 9th and April 30th, 2011.
4. While we do not track direct economic benefit to the community, we believe that benefit accrues to local
business through the purchase of books at local bookstores and meals/ beverages purchased by those who come
out to participate in the many programs throughout the County.
5. A Novel Idea is designed to appeal to and reach residents of Deschutes County through a variety of programs
which are offered at Library branches in La Pine, Sunriver, Bend, Sisters, and Redmond.

A grant from the Discretionary Grant Program would be used to cover a portion of the A Novel Idea expenses.
The Foundation has secured and is seeking support from individuals, corporations, and foundation for the 2011 A
Novel Idea.
Recognition of support from the Deschutes County Discretionary Grant Fund will appear in the Deschutes Public
Library System's online newsletter that is distributed to more than 24,000 County residents, in the author event
program, and in the slide show prior to the main author event.

would be treated as an organization that is not a private foundation until the
expiration of your advance ruling period.
Your exempt status under section 501(a) of the Internal Revenue Code as an
organization described in section 501(c)(3) is still in effect. Based on the
information you submitted, we have determined that you are not a private
foundation within the meaning of section 509(a) of the Code because you are an
organization of the type described in section 509(a)(1) and 170(b)(1)(A)(vi).
Grantors and contributors may rely on this determination unless the
Internal Revenue Service publishes notice to the contrary. However, if you
lose your section 509(a)(1) status, a grantor or contributor may not rely on
this determination if he or she was in part responsible for, or was aware of,
the act or failure to act, or the substantial or material change on the part of
the organization that resulted in your loss of such status, or if he or she
acquired knowledge that the Internal Revenue Service had given notice that you
would no longer be classified as a section 509(a)(1) organization.
