Project Name: Backpacks in Bend
Project Description: School staff or FAN advocates identify students living in food
insecure households for participation in the program. Volunteers fill backpacks with food
that are discreetly distributed to students on a weekly basis throughout the school year.
Schools participating in the program have free or reduced lunch populations of 50% or
more. Currently, 300 meals are provided per weekend through 15 schools in the Bend -La
Pine School District. Filling one backpack cost approximately $500 per school year. This
grant will be used to purchase food.

participate in class. Hunger affects learning because their bodies are in survival
mode, but it also affects their friendships, their confidence and every aspect of
their school experience."

Without the benefit of free and reduced price lunch and breakfast over the weekend, an
increasing number of local children are coming to school hungry on Monday morning.
The Backpacks in Bend program provides a simple solution. Since September of 2009,
we have been filling backpacks with non-perishable food for children take home on
Fridays.
Facts
Feeding America estimates that one in every six U.S. children lack adequate amounts of
nutritious food on a regular basis, this represents more than 17 million children
nationwide. A comprehensive study has not been conducted in Central Oregon, but with
rising food prices, high unemployment, and home foreclosures; teachers and food -bank
workers have observed the problem of childhood hunger becoming more wide -spread
and severe.
Of the almost 16,000 students in the Bend La Pine School District, more than 7,000
qualify for free and reduced price lunch. Research indicates that even mild
undernutrition experienced by children during critical periods of growth impacts their
behavior, school performance and overall cognitive development.
Hunger in Central Oregon
o Use of food stamps in Deschutes County increased 44% in 2009
o In 2009, an average of 14,000 people per month were served by local food banks
o Over 40% of the people who access meals from emergency food boxes in
Central Oregon are under 18
o 60% of families who regularly receive food boxes have at least one member of
the household working
o 42% of all renters in Deschutes County are unable to afford a 2 bedroom
apartment at HUD area fair market rents
o Bend La Pine School District estimates 850 kids are homeless
o USDA recognizes Oregon as one of the five hungriest states in the nation
How the program works
School staff or FAN advocates identify students living in food insecure households to
participate in the program. Volunteers fill and then drop off the backpacks at the schools
on Fridays. The backpacks are discreetly distributed to children and retumed by the
student the following week. Once enrolled, a child is served consistently on a weekly
basis for the entire school year.
The schools selected to participate have a free or reduced priced lunch population of
50% or more, there are exceptions when requested by FAN including Cascade Middle
School. Currently, we provide 300 meals per weekend.

Each Backpack costs approximately $500 per school year. Currently, the program
serves fifteen schools in the Bend La Pine School District, including all four schools in La
Pine. Requests for food assistance through Backpacks in Bend continue as more
student are identified as vulnerable.
I respectfully request $2,000 from Deschutes County to meet this fundamental need in
our community. The funds will be combined with other grants* to purchase kid -friendly,
non-perishable food.

included under our Group Exemption Ruling. This inclusion establishes that this entity is
exempt from Federal Income Tax under Section 501(c)(3) of the Internal Revenue Code and is
not a private foundation as defined in Code Section 509(a). The four -digit Group Exemption
Number 9386 is the same for the ELCA, its synods, its congregations, and its related entities.

Tax Returns as long as a tax-exempt sta'us is maintained. But
under Section 511 of the Code, an organization is subject .to tax
on its unrelated business taxable income. If you or your
subordinates are subject to the tax, you must file an income tax
return Form 990-T, Exempt Organization Business Income Tax
Return.
You are not required to file Form 9.90, Return of Organization
Exempt from Income Tax, if you meet the exception in Section
6033(a)(2)(A)(i) of the Code. Your subordinates are also not
required to file For 990 if they qualify as churches or
intergrated auxiliaries of churches or otherwise meet the
exceptions in Section 1.6033-2(g) of the Income Tax Regulations.
As of January 1, 1984, you and your'subordinates are liable for
taxes under the Federal Insurance Contributions Act (social
security• taxes) on remuneration of $100 or more to each of your
employees during a calendar year. You and your subordinates are
not liable for •the tax imposed under the Federal Unemployment Tax
Act (FUTA).
A church or a qualified church -controlled organization as defined
in section 3121(w)(3) of the Code however, may elect to exclude
the wages paid to employees (other than for services performed in
en unrelated trade or business) from social security taxes. This
election must be made by filing Form 8274 by the day before the
date your first quarterly employment tax return would be due
under the revised law. If you or your subordinaes make this
election, your employees who earn $100 or more during a calendar
year become liable for .the payment of self-employment tax under
section 1402 on the wages that you pay them. Once having made
this election, you or your subordinates may not revoke it. For
