Project Name: Veterans Supportive Services Grant Application Consultant Services Project Description: These grant funds will be provided to Oxborrow Consulting to complete a application to the U.S. Department of Veterans Affairs to secure grant funds from the Supportive Services for Veterans Families (SSVF) Program. This will enable the application to be completed prior to its March 11, 2011 due date. If the application is successful, the grant funds will be available for serving homeless and at risk veterans beginning in July 2011. Neighborlmpact is dedicated to empowering families and individuals to succeed and become engaged citizens. Founded in 1985, Neighborlmpact is a private nonprofit organization established to serve and speak out for economically disadvantaged people in Central Oregon. Our mission is to break the cycle of poverty by helping remove the barriers that prevent people from achieving economic self-sufficiency. Neighborlmpact is not a government agency, but a private nonprofit organization whose funding comes from federal, state and local sources, private foundations and donations from individuals and businesses. Our work is founded on the confidence that the community - local governments, the private sector and low-income persons - can work together to forge solutions to the immediate impacts of poverty and its Tong -term causes. The board is governed by 15 directors. Directors have equal representation from members of the business community, low income persons and elected officials. Staff leadership has extensive expertise in non-profit, fiscal and human resources management. Program directors have expertise, education and experience to ensure that service outcomes and objectives are achieved. Services focus on early care and education (Head Start); emergency services (rent, shelter, transitional housing, utilities, food) and housing (first time homebuyer, energy conservation and financial education, counseling, foreclosure mitigation, weatherization, housing rehabilitation). 2. Describe the proposed project or activity. Neighborlmpact is seeking support from Deschutes County to engage Oxborrow Consulting (contractor) to complete an application to the U.S. Department of Veterans Affairs (VA) to secure an award of grant funds from its Supportive Services for Veteran Families (SSVF) Program. The application will meet all the requirements specified by the funding NOFA and will be completed in time for full review prior to its due date of March 11, 2011. NOFA specifications are available on the SSVF webpage http://www.va.aov/homeless/ssvf.asp. CONTRACTOR will perform these tasks: 1. Review all relevant material. 2. Prepare a proposal to include logic model, budget, project timeline and narrative. 3. Convene a meeting with a representative from Neighborlmpact, Central Oregon Veterans Outreach, Deschutes County and Housing Works (Project Team) and other identified key partners to discuss and agree upon steps to proceed and each member's responsibilities. 4. Develop the proposal in these steps: a. Prepare an outline of the grant requirements to ensure that each section's requirements are addressed. b. Develop a logic model to guide proposal content development. c. Develop a budget based on activities in the logic model. d. Prepare a timeline of project activities. e. Write narrative sections of the proposal. Neighborlmpact will provide the contractor with these items and documents to complete services in a timely and successful manner: 1. Information to review including all relevant documents pertaining to developing the grant proposal as deemed necessary by the contractor. 2. Informational background about Neighborlmpact including history, relevant staff and services. 3. Assistance in preparing the budget using the federal forms. 4. Additional required proposal attachments, such as Letters of Support and generic forms that accompany federal grants. 5. Ongoing consultation with contractor to give input and feedback. 6. Electronic submission of grant proposal as well as required paper submissions 2. Provide a timeline for completing the proposed project or activity. The project will be completed by March 11, 2011. If funded the Veteran's Supportive Services project will start serving homeless and at risk of homelessness Veterans and their families in July, 2011. The funding allocation is for one year with the opportunity for renewal based on project outcomes. 4. Explain how the proposed project or activity will impact the community's economic health. • Job Creation- At least, the equivalent of three full time positions • Rental Assistance- Approximately $100,000 in rental assistance paid to private landlords 5. Permanent Housing - At least 25 Deschutes County veterans and families housed with the goal of 75% securing permanent housing due increased income, benefits, housing vouchers or other resources secured through the programs supportive services. 6. Identify the specific communities or groups that will benefit. Veterans and their families will be the beneficiaries if these funds are awarded. At this time it is projected that the award will serve 25 Deschutes County households, 5 Crook County households and 5 Jefferson County households. 6. Itemize anticipated expenditures*. Describe how grant funds will be used and include the source and amounts of matching funds or in-kind contributions, if any. If the grant will support an ongoing activity, explain how it will be funded in the future. The Deschutes County funds will be used solely to pay for grant writing services. The agreement with Oxborrow Consulting is for $2850 - $3,000 based on an hourly rate of$60 per hour for up to --- hours. There is no need for future funding for this project which concludes when the grant is submitted on March 11, 2011.
