MINUTES OF WORK SESSION
DESCHUTES COUNTY BOARD OF COMMISSIONERS
WEDNESDAY, MARCH 23, 2011

Present were Commissioners Tammy Baney and Tony DeBone; Commissioner
Alan Unger was out of the office. Also present were Dave Kanner, County
Administrator; Erik Kropp, Deputy County Administrator; Susan Ross, Property &
Facilities; media representative Hillary Borrud of The Bulletin; and two other
citizens.
Chair Baney opened the meeting at 1:33 p.m.
1. Consideration of a Request from COVO (Central Oregon Veterans
Outreach) to Lease County Office Space.
Susan Ross said that the space available for this purpose would be the top floor
of the Community Development Department building, about 1,800 square feet.
Community Development is agreeable as long as they don’t have to subsidize
any of the related costs. The Veterans Affairs office would remain where it is,
in the Mike Maier building next door.
COVO currently spends $1,200 per month for its current space. Ms. Ross said
they asked if a lease of $800 per month would be acceptable to the County. She
referred to the costs associated with other nonprofits now using County space.
Based on current market prices, the County would be offsetting about half,
although this is not a subsidy per se.
Ms. Ross stated that CDD would probably not need to use the space for at least
another three years. Chair Baney would like to set it at the same level paid by
other groups. She is concerned about the amount charged for maintenance and
janitorial services. Considering the services provided to the public by COVO,
she feels this offsets costs the County may have to handle.
The Board agreed to a lease payment of $800 per month for three years.

2. Update of Commissioners’ Meetings and Schedules.
Commissioner DeBone may be helping with the South County steering
committee, but only as a citizen.
The work session next Wednesday (March 30) needs to be delayed until
2:30 due to a meeting at 1:30 when the Homeless Leadership Coalition will
announce the latest homeless count results.
In regard to temporary restaurant licensing, the Board may have to decide as
to whether the County will continue to subsidize events after June 30. This
depends on whether the legislature addresses this issue in the meantime.
Some thought needs to be given in case the legislature fails to take action.
Perhaps a resolution can be drafted that says if the legislature approves the
law, the subsidy continues. If legislature does not pass the law, the rules will
go back to what they were previously.
On three Mondays a month, Chair Baney will be attending meetings of the
Governor’s Early Learning Design Team; she would need to leave Bend no
later than 3:30 p.m.
Chair Baney was also nominated for NACo Leadership Training, June 5
through 9. The County agreed to pick up travel expenses, perhaps about
$1,000 total. AOC will cover the rest of the costs.
It appears that all Commissioners plan to attend the NACo event in Portland,
July 14 through 17.
3. Other Items.
Consideration of Approval of Minutes (delayed from the morning business
meeting).
