Organization: Sisters -Camp Sherman Rural Fire Protection District
Organization Description: Created in 1937, this district provides structural and wildland
fire suppression, fire prevention and education in the 240 square mile area that includes
Sisters and Camp Sherman. Additionally, ambulance service is also provided for a 2,000
square mile area. The district employs a Fire Chief, two Deputy Fire Chiefs, a Fire
Marshall, three Shift Captain Paramedics, five Firefighter Paramedics, an Executive
Assistant and an Administrative Assistant. The district also utilized 36 volunteers,
including firefighters, emergency medical technicians and support personnel.
Project Name: Sisters -Camp Sherman RFPD Structure Assessment Project
Project Description: This grant will be used to continue a comprehensive assessment of
approximately 2,500 interface structures threatened by wildfire. The communities of
Tollgate, Crossroads and Edgington Road will be the initial areas for the project,
followed by the areas west and south of the City of Sisters. The last areas for the project
will be Indian Ford and Squaw Creek Canyon Estates.

Dear Commissioners Baney, DeBone, and Unger,
This letter is to request your assistance with our request for funding of our video lottery grant
application which was submitted on March 15, 2011.
Our request is for Deschutes County Discretionary Grant Funds to provide funding for our
comprehensive assessment of approximately 2,500 interface structures in the communities served by
the Fire District. Our communities at risk as identified by our Greater Sisters Community Wildfire
Protection Plan will be our initial focus with the remainder of interface structures in the district
completed thereafter. This assessment will rate and create a database for homes in these areas to
describe vulnerability and defensibility in the event of a wildfire. It will also allow us to provide up-to-
date information on these homes at risk to incoming fire and public safety resources as well as incident
management teams. A complete description of the project, benefits, and cost analysis is included in the
grant application form for your review.
This project is good for the region from an economic standpoint (risk reduction, jobs creation, and
preservation of the area economy) as well as a proven method to reduce deaths, injuries, and property
damage due to wildfire in the interface.
We would appreciate your support for this funding request. If the commissioners are unable to fully
fund the request this year, the project can be accomplished over a multi-year period, so complete
funding is not absolutely necessary in the current year.

APPLICANT ORGANIZATON DESCRIPTION
Sisters -Camp Sherman Rural Fire Protection District, created in 1937, is a combination
department which serves an area over 240 square miles with an ambulance service area of
approximately 2,000 square miles in mountainous and high desert terrain on the arid eastern
flanks of the Cascade Mountains in Central Oregon. The District currently provides structural
and wildland fire suppression along with fire prevention and education. The District also
provides an ambulance service to the community with advanced life support emergency
medical services and rescue services including vehicle extrication and hazardous materials
response. The department serves two communities (Sisters and Camp Sherman) and adjacent
rural areas with a combined population of approximately 8490 permanent residents.
The Fire District currently employs a Fire Chief, two Deputy Fire Chiefs, a Fire Marshal, three Shift
Captain Paramedics, five Firefighter Paramedics, an Executive Assistant and an Administrative Assistant.
The District also relies heavily on its volunteers which total thirty-six at the present time, along with four
resident college student volunteers. The volunteer staff consists of 21 firefighters (6 of which are also
EMS certified), 8 Emergency Medical Technicians or First Responders, and 7 support personnel.
The population in the City of Sisters and surrounding rural communities has grown substantially over the
past decade. The District's emergency call volume has increased each year and that trend is expected to
continue. Last year we responded to 193 fire related emergencies and provided mutual aid 8 times.
DESCRIPTION OF PROPOSED PROJECT
The Fire District proposes to utilize Deschutes County Discretionary Grant Funds to continue a
comprehensive assessment of approximately 2500 interface structures in our communities which are
threatened by wildfire using the rating structure provided by the Community Wildfire Protection Plan.
The communities of Tollgate, Crossroads, and Edgington Road will be the initial focus of the project,
followed by the West and South perimeters of the City of Sisters, and finally Indian Ford area, and
Squaw Creek Canyon Estates. This Senate Bill 360 and NFPA assessment will rate (triage) homes in these
areas to describe vulnerability and defensibility in the event of a wildfire.
During the Black Crater Fire, approximately 44% of the homes which were threatened were assessed
(triaged) by State structure protection resources that were mobilized through the State Fire Marshal's
Office. This database along with the Districts structure triage data is available and will serve as the basis
for completion of the project. Grant funds will enable contract staff working for the Fire District to
conduct the assessments, record the results, and create the database. With the help of Deschutes
County GIS, maps will also be created. Maps will show water sources, safety zones, escape routes and
special hazards/bridges. The Fire District will cover any other associated project costs not covered in the
grant.
Once the database and maps are completed, this information will be immediately available to arriving
fire and emergency resources from Deschutes County and around the State. Task Forces can be
deployed with accurate information to assist with emergency operations and structure defense
prioritization based on the information provided by the project.
Grant funds will allow us to complete and re-evaluate the initial database and mapping. The Fire District
will maintain the information and continually update as changes occur.
PROJECT TIMELINE
Using two part-time contract employees and one part-time contract project coordinator (GIS Tech), the
Fire District's timeline for the project is as follows:
July 5- July 8: Organize database, establish process and procedures, and begin
assessment.
July 11- Sept 16: Structure assessment, mapping completion, and
Database completion.
PROJECT RELATION TO COMMUNITY ECONOMIC HEALTH
The major wildland/interface fires we have witnessed in NW Deschutes County (Rooster Rock,
Black Crater, Lake George, B&B, Link, Cache Mountain, etc.) over the past few years have had a major
impact on the economic health of the greater Sisters area. Hundreds of thousands of dollars have
already been lost by local businesses due to these fires. The potential for significant financial loss due to
burned structures in our communities is a very real economic threat. The loss of only 20 structures in a
community like Tollgate would result in an approximately $10 million dollar loss, not to mention the loss
to the business community and the tax base.
COMMUNITIES AND GROUPS WHO WILL BENEFIT FROM THE PROJECT
All of the communities in our Fire District will benefit from this project including: the City of Sisters, Sage
Meadow, Indian Ford, Junipine Acres, Sno Cap Vista, Squaw Creek Canyon Estates, Tollgate, Crossroads,
Edgington Road, and Cascade Meadow Ranch. The many businesses in the City of Sisters will also
benefit economically from this project. In addition the information with be shared with Deschutes
County Search and Rescue for future evacuations and can be used with the Deschutes County Public
Safety Maps.
EXPENDITURES
The Fire District will provide staffing through three contract employees. The request for $25,729 of
grant funds will cover the salary of three contract employee for 54 days. The work will be full-time over
the projected timeline. The contract employees will be dedicated only to this project during the time
period. 3 days of work will cover all preparation and implementation of the project and the other 51
days will be assigned to completing the structure triage. All support and logistical requirements for
project completion will be provided by the District including vehicles, supplies, office space, etc. All
liability will be covered by the Fire District.
The project is already well-established with the database created for approximately 50% of structures
within the Sisters -Camp Sherman Fire District. The District's intention is to have 100% of the structures
that are at risk to be triaged and identified for responding resources. The expenditures are one-time
monies which will be utilized over the projected timeline. Additional costs and maintenance of t4
program after completion is the responsibility of the Fire District.
