DESCHUTES COUNTY DISCRETIONARY GRANT PROGRAM APPLICATION
Organizational Overview
The Bethlehem Inn serves as the lead agency for emergency housing for Central Oregon. The obstacles
that homeless men, women, and families face are numerous and varied. The lack of affordable housing,
educational deficiencies, life and job skill limitations, unreliable transportation and poverty are all
elements contributing to homelessness. As the largest provider of shelter for an entire region, the Inn
provides an array of services tailored to each individual's unique needs. Scores of individuals, families and
communities are dependent upon the organization's expertise in addressing the wide spread issue of
homelessness. The organization works in close collaboration with other local service providers and non
profits to maximize available resources for residents and for operations.
The Bethlehem Inn recognizes that homelessness is an issue that requires an integrated and
comprehensive approach. The programs and services offered by the organization are designed to help
residents identify the root causes of their life challenges, offer access to programs that build life skills and
confidence and assist in coordinating the necessary resources to achieve the goal of returning to stable
housing. Each program and/or service outcomes are based on individual accountability and provides the
tools and resources to help residents succeed. Immediate access to shelter, food and services allows
residents the opportunity to begin to make life affirming choices crucial in achieving independence.
The organization is governed by a volunteer Board of Directors and managed by an industry experienced
professional team. The Bethlehem Inn employs five management staff along with eight program staff to
operate the 24 hour, seven days a week, 365 days a year non-profit shelter program.
Proposed Project
The Inn started from the profound expression of compassion of concerned citizens over the plight of the
homeless and is poised to move to the next level of serving the greater community. Bethlehem Inn's
historical fundraising efforts follow the evolution of the organization from its original volunteered -
managed grassroots efforts to its current professional staff -driven, volunteer supported approach. Critical
to Bethlehem Inn's future growth is the commitment to fundraising by the Board of Directors and staff of
the Inn. The organization's strategic plan clearly makes the development of a sustainable financial and
community development program a top priority.
In line with the organization's fundraising strategies, Spotlight on Homelessness — Bethlehem Inn's
Inaugural Community Partnership Dinner is planned for the evening of May 31St at Seventh Mountain
Resort. This event will bring together community leaders, organizations and individuals to learn how the
Bethlehem Inn is addressing homelessness in Central Oregon. Crafted as a traditional fundraising "ask"
event, guests will be given the opportunity to support the mission of the Bethlehem inn with a financial
contribution. As the organization's annual signature event, the Spotlight on Homelessness program will be
designed each year with relative and important facts relating to homelessness. With the assistance of this
year's event chair Jamie Christman, Executive producer of Talk of the Town, the program will highlight the
reality of "The New Face of Homelessness" in our community.

Project Timeline, Economic Impact, Benefitting Demographics
The Bethlehem Inn Board of Directors appointed a Signature Event Committee to plan and implement the
organization's inaugural event. The committee began meeting late December 2010 and continues to
meet bi weekly to prepare for this special event. Recruitment efforts continue for table Hosts and Event
Sponsors. This event is an opportunity to educate and engage a wide spectrum of constituents in Central
Oregon. Enlisting financial support from partners such as Deschutes County will assist the Inn in carrying
out its mission in serving homeless men, women and families. Deschutes County is a natural partner as
the presenting sponsor of this special event. The Bethlehem Inn is confident that with the support of
Deschutes County and other "friends of the Inn" this event will far exceed all expectations of helping our

Organizational Overview
As the largest provider of shelter for an entire region, the Bethlehem Inn serves as the lead
agency for emergency housing and services for Central and Eastern Oregon. Scores of
individuals, families as well as communities are dependent upon the organization's expertise
in addressing the wide spread issue of homelessness. The organization works in close
collaborations with other local service providers and non profits to maximize available
resources for residents and for operations.
The Bethlehem Inn offers the following programs and services
Case Management The Bethlehem Inn recognizes that homelessness is an issue that
requires an integrated and comprehensive approach. Case management services begin on
the day a homeless individual or family enters the shelter. This service is designed to help
residents identify the root causes of their life challenges, offers access to programs that build
life skills and confidence and assist in coordinating the necessary resources to achieve the
goal of returning to stable housing.
Families First The Bethlehem Inn Families First program provides the access to programs and
services that foster specific competencies needed to transition families from crisis to self-
sufficiency. Dedicated program staff provides assessments, teaches mutual goal setting,
identifies potential linkages with community resources, and offers training in life skills.
Individual case management plans are structured so families are successful in developing
competencies that build and sustain independence.
Next Steps Individuals who becomes homeless have unique needs. The Next Steps program
offers single men and women the optimum conditions to gain stability and strengthen the
skills necessary to achieve self sufficiency. The program is based on individual accountability
and provides the tools and resources to help residents succeed. Immediate access to shelter,
food and services allows residents the opportunity to begin to make life affirming choices
crucial in achieving independence.
Work Experience Residents are given opportunities to develop increased responsibility skills,
learn positive decision making, and transferable work skills while residing at the Inn. Hands
on experience to improve the level of employability include: Front desk operations,
commercial laundry, supply inventory and distribution, recycling, food preparation, repair
and maintenance as well as other special projects.
Life Skills Training Individuals and families who become homeless experience health issues,
education deficits, skill limitations and gaps in experience which place severe limits on their
ability to make the fundamental changes vital to individual stabilization and personal growth.
Designed around the unique needs of individuals and families who are experiencing
homelessness, training focused on housing, family life, health and financial well being are
offered to all residents.
Community Meal Services Residents are offered three meals per day. Evening meals are
provided and served by individuals, organizations, churches and businesses throughout the
region. In addition, the Bethlehem Inn provides donated food and basic need supplies to
struggling individuals and families in the greater community.
