MINUTES OF WORK SESSION
DESCHUTES COUNTY BOARD OF COMMISSIONERS
MONDAY, AUGUST 1, 2011

Present were Commissioners Tammy Baney, Anthony DeBone and Alan Unger.
Also present were Dave Kanner, County Administrator; Erik Kropp, Deputy
County Administrator; Susan Ross, Property & Facilities; Dan Despotopulos, Fair
& Expo Center; Cheryl Davidson, Chair of the Fair Board; and media
representative Hillary Borrud of The Bulletin.
Chair Baney opened the meeting at 1:35 p.m.
1. Property Management Update.
Susan Ross reported that the Fair Board is interested in doing some kind of
solar project on the Fairgrounds property, specifically the event center. The
program is referred to as FIT, and is handled through the Department of Energy
for solar projects. (She provided a handout at this time.)
The Fair Board wanted to ask the Commissioners to allow them to pursue this.
Ms. Ross explained the program to the group, and pointed out that the State and
power companies have been given a mandate to generate more power in this
fashion.
It would involve an investor to install the system; and the Fairgrounds would
buy back the power at a rate less than what is being paid now. The investor
receives the dollar difference to offset the cost of installation and equipment,
which would be the responsibility of the investor.
The mid-scale system funding program becomes available in October. There is
limited availability, and the last enrollment offering was filled within hours.
The grant program is for fifteen years

Dave Kanner said that County Counsel recommends this be treated as a special
procurement. Utilities are not subject to a bid process.
Dan Despotopulos said that he would like to get approval of the Board to apply
through the lottery process.
The Board indicated its support of the Fair Board in pursuing this opportunity.
2. Other Items.
The Board went into executive session at 2:20 p.m.

the Chief Executive Officer of a public body

Chair Baney discussed a letter she received from Lisa Klemp that included
some accusations regarding Community Development. Mr. Pilliod said she
made some assertions on ADA issues that are not supported by the facts. He is
already working on a response.

The Board reviewed questions to be given to department directors regarding
Dave Kanner’s evaluation and also used for guidance. (Mark Pilliod’s review
will occur later in August.) Commissioner Unger asked that they add a
question regarding accessibility.
Chair Baney would like to add something regarding praise and support. This
goes beyond leadership into how Mr. Kanner can help others do their jobs
better.
Mr. Kanner’s evaluation is scheduled for Wednesday, August 15. Mark Pilliod
indicated he would take minutes.
Commissioner Baney will be gone on August 24, as will Commissioner Unger,
so the meetings that day need to be canceled.

Incentive Rate Pilot Program for Solar PY Systems
Oregon Public Utility Commission
• . The pilot project is available to Portland General Electric (PGE), PacifiCorp, and Idaho Power customers. The three utilities
combined serve roughly 75 percent ofOregon's electric users.
• Total program capacity is 25 megawatts (MW). Portland General Electric has been allocated 14.9 MW, Pacific Power &
Light 9.8 MW, and Idaho Power Company 0.4 MW.
• You must request an application from your utility. The utilities will only accept applications through their websites on a first
come, first-served basis. The Commission does not process applications.
• The next reservation period is April 1, 2011 to October 1, 2011.
• Portland General Electric's allocation is 1,327 kW for small-scale and 738 kW for medium-scale. Pacific Power & Light's
allocation is 936 kW for small-scale and 465 kW for medium-scale projects. Idaho Power Company's next enrollment is
delayed until October 1,2011.
• New incentive rates apply to the April 1,2011 enrollment window and reflect a 20 percent reduction from the previous
enrollment window (see box below).
• Customers ofPGE and Pacific Corp must hire Energy Trust of Oregon approved contractors to install solar panels. Idaho
Power customers do not have this restriction. Customers benefit in two ways. They receive a monthly check from their
utility for the energy generated by the solar system minus the rate they currently pay. Plus, their overall electric bill is
reduced.
• The size ofthe solar system cannot be greater than 90 percent ofhistorical energy usage for a home or business. Capacity
for existing homes is based on usage for one year. Capacity for new construction is based on three year's usage for similar
construction.
• Only Dew solar systems are eligible.
• The Commission will reexamine the fixed incentive rate before each new enrollment period. The incentive rate will be
slightly less in sunnier regions that have more potential for solar generation.
• Customers can transfer the guaranteed incentive rate to a new owners ifthey sell their home or business.
• The pilot project cannot be used with state tax credits or Energy Trust of Oregon incentives.
