MINUTES OF WORK SESSION
DESCHUTES COUNTY BOARD OF COMMISSIONERS
MONDAY, AUGUST 15, 2011

Present were Commissioners Tammy Baney, Anthony DeBone and Alan Unger.
Also present were Dave Kanner, County Administrator; and Erik Kropp, Deputy
County Administrator.
Chair Baney opened the meeting at 1:35 p.m.
1. Review of La Pine Heritage Fair Grant Application
Commissioner DeBone said an application for economic development grant
funds has come in via the La Pine Chamber of Commerce, to pay for live music
at the Heritage Fair.
Commissioners Baney and Unger asked for further backup information so it can
be properly tracked. They conditionally granted $500 each. Commissioner
DeBone will grant $1,500 and will make sure the appropriate documentation
comes in.
2. Update of Commissioners’ Meetings and Schedules
The Commissioners discussed the numerous meetings on their calendars for the
balance of this week and for the following week.
3. Other Items
Chair Baney discussed the facilities report for the Courthouse and Justice
Building, and asked about ways to get the District Attorney to participate.
There needs to be a way to send direction and let him know when the group is
meeting, and have him send a representative if he cannot attend. They need to
re-engage the contract so work can go forward.
The Courts are struggling with reduced staffing and there needs to be a way to
find out if there are efficiencies through changes in the facilities. The District
Attorney's offices are an important factor in this discussion.
Dave Kanner said that previously they were looking at space needs and not
necessarily at architectural plans. At that time, they thought they were done
working on the needs of the Courts. However, things have changed, the pieces
are interconnected and all this needs to be coordinated. He will speak to Susan
Ross (Property and Facilities) about this issue.
Chair Baney stated that a deadline needs to be established. Perhaps sixty days
would be appropriate.
Commissioner Unger said that he got some citizen pushback on the traffic
diversion program being eliminated. He feels this program helps people make a
correction and move on. Citizens would like to see this remain, so he would
like to look at how this might be done differently.
Chair Baney stated that she would like to find out what it might take to 'buy
back' that program, although this is not a County function. The traffic
diversion program was mostly handled by volunteers. Maybe the efficiencies
study will help with this as well.
Mr. Kanner said there is a wind energy conference sponsored by NACo, and
they asked if someone from Deschutes County would like to participate. The
logical choice would be Peter Gutowsky, who worked on the local wind energy
ordinance. NACo will waive the registration fee and pay for one night's
lodging, but the transportation would not be included. Commissioner DeBone
expressed doubt that this would be worthwhile since wind energy is probably
not going to be a big issue in this area. Chair Baney said that he would be a
panelist, and they probably want to know how we got to where we are with this.
Commissioner Unger added that Deschutes County may be further along with
this than most places, and Mr. Gutowsky might be able to bring back some
information on things not considered here.
The Commissioners agreed that if Mr. Gutowsky sees value in attending, they
would cover his transportation costs out of the general fund.

Dave Kanner noted that now that Tom Blust has retired, George Kolb is doing
two jobs at the Road Department. Someone from the County needs to be on the
Metropolitan Planning Organization committee, and perhaps for now that
should be Peter Russell.
At this time, the Board met in Executive Session, under ORS 192.660(2)(i) to
review and evaluate the employment-related performance of an officer,
employee, staff member or agent of the County. Mark Pilliod agreed to take
minutes of the meeting.
Being no further discussion, the meeting adjourned at 3:15 p.m.

Hello Tony,
Here is a copy of the application for Discretionary Grant Dollars I put in with Dave Inbody on July 19th • I have left a message for Dave for a status. Do you have a
status of when these things are decided?
DiamondStone is housing the out of town acts at our cost, but I cannot afford to pay them as well, yet I need to commit to them, and then we need to market
this. If this works this year as a free event, I believe we could make it an ongoing ticketed one that pays for itself to bring in business to South County after Labor
Day. Thanks for any insight you might offer. Below are more details of the breakdown of the funds (the musical line-up on Saturday). and J believe this whole
thing will be under the Frontier Days NPO, if J understand Ann correctly. J hope to bring in at least 30-50 BMW Riders that weekend to attend the fari by having a
companion campout at DiamondStone.
Here is the line-up of acts that I have been able to get a commitment from if we can pay them:

Dear Dave, Tony and whomever it may concern,
Attached is the Grant Application. The following attempts to address questions regarding getting a Grant to help the City of La Pine revamp and
upgrade their Heritage fair, held every year in September.:
1) Describe the applicant organization, including its purpose, leadership structure, and activities.
La Pine has held a Heritage fair most every year. This year it is being coordinated through volunteers of the La Pine Chamber of Commerce, with
the 10 th Anniversary of the 9111 Tragedy.
2) Describe the proposed project or activity.
It will consist of Music available free to the community, and Vendors that will be part of a business expo, as well as Arts & Crafts and food
concessions, a dutch oven cook-off, and live music celebrating Americana (folk, rock, country, blues, & bluegrass are all a part) on
Saturday. Sunday will be the main tribute day, beginning with a flag ceremony to commemorate the 9/11 event at 8:45AM Pac Time. This will
be followed by a community prayer and memorial event. The afternoon will be an Old fashioned Ice Cream Social and Gospel Music Fest.
3) Provide a timeline for completing the proposed project or activity
Provide Funds needed by Sept 1 st. or by Sept lOth to pay deposit on musicians and bounce houses.
4) Explain how the proposed project or activity will impact the community's economic health.
This event will bring in business after the Labor Day weekend, when La Pine tourism normally gets much slower, and will bring out local folks as
well. We also hope to attract riders from the Run to the Cascades Motorcycle Rally, being held that weekend in Prineville.
5) Identify the specific communities or groups that will benefit.
Included in the Organizations that will benefit from this are the La Pine Frontier Days Association, S.C.O.O.T.R., and the La Pine Community
Kitchen.
6) Itemize anticipated expenditures*. Describe how grant funds will be used and include the source and amounts ofmatchingfimds or in-kind
contributions, ifany. Ifthe grant will support an ongoing activity, explain how it will be funded in the future.

This year we are looking for a grant of$3000 that will pay for the music and bounces house for kids entertainment. We do not yet know if we can
get matching funds, but it may be possible. If successful this year as a free event, this more developed Heritage Fair can be held indoors in the
newly remodeled Community Hall next year, and make it a ticketed music festival that lasts a day longer, and generates real revenue.
7) Attach: Proof of the applicant organization's non-profit status. **We will provide whatever is necessary.
