Organization Description: This organization promotes the full participation of Latinos
in the community by increasing access to education, resources and opportunities, and
building meaningful connections. Assistance is provided in a number of areas including
information, referrals, translation services, mediation, consumer advocacy, dental
services, tax filing assistance, and legal consultations.
Project Name: 5th Annual Festival of Cultures
Project Description: These grant funds will be used in support of the Festival of
Cultures. This event includes an official naturalization ceremony, cultural booths where
residents can share their heritage, cultural performances, children's activities and ethnic
foods. Last year, approximately 1,500 people attended the event. Attendance is expected
to 2,000-2,500 this year. This will be the first time the event takes place outside.

Project Description — 2011 Festival of Cultures
1. Describe the applicant organization, including its purpose, leadership structure, and
activities.
The Latino Community Association is a registered 501 c3 non-profit organization. We currently
have two staff and two offices, the one in Bend is open four days a week, and in Redmond we are
open two days a week. Our Board of Directors is composed of eight members. Our service area
includes Deschutes, Crook and Jefferson counties.
Our mission is to promote full participation of Latinos in the community by increasing access to
education, resources and opportunities, and building meaningful connections.
To achieve our mission we have a Basic Assistance program that includes information & referral,
translation, problem -solving, mediation and consumer advocacy, children's and adult emergency
dental clinics, tax filing assistance, and free legal consultations. Our Community Education
program includes English tutoring and an after-school Spanish Literacy project. Our Cultural
Enrichment program consists of our annual Festival of Cultures event, web -based content, and
supporting other's efforts. Our Volunteer Opportunities program incorporates clients and the
broader community in the work of our organization in a variety of ways. It is an essential
component of our organizational model and culture because it is a natural way to bring people
together across cultures through community service, and at the same time increase our capacity
and impact.
2. Describe the proposed project or activity.
We are seeking the County's investment in our 5th Annual Festival of Cultures. The event is
held in Redmond, formerly at the International School (Hartman Campus), and since last year, at
Centennial Park right in the heart of the city. The event includes an:
• Official Naturalization Ceremony to kick off the event
• Cultural booths where Central Oregon residents share their unique heritage by displaying
maps, books, photos, and items typical of their distinct cultures. Booth hosts wear traditional
clothing and display flags of the cultural heritage they identify with.
• Cultural performances
• Kid's area where non-profit partners provide activities and outreach materials,
• Ethnic and American food vendors.
• Business sponsor booths,
• Scholarship program (two $250 scholarships for Redmond High seniors)
And this year we will be adding a:
• Passport activity for the kids
• Beer and wine vendor, and
• An area for product vendors and businesses to promote their services.
We will also extend the festival hours from 5pm to 8pm.
Last year, approximately 1,500 people attended the event. This year we anticipate 2,000-2,500
because we are more organized and have last year's experience under our belt, it being the first
year hosting the festival outdoors. With the new venue, we also have the full support of the City of

Redmond and the Redmond Chamber of Commerce. We have acquired our presenting sponsor,
OnPoint Community Credit Union, and they are committed through 2013. We have not yet had
the capacity to involve other major sponsors. We will continue to court new sponsors, but we
would like you, our County commissioners, to consider investing in this year's event because your
support will ensure we have adequate resources to put on a quality event with growth potential
which provides economic opportunity to several local businesses and helps accomplish the goal of
raising awareness and greater appreciation for the diversity of our people. It is at its core an
educational event aimed at entertaining and engaging attendees in the richness of our collective

3. Provide a timeline for completing the proposed project or activity.
This year's festival will be on Saturday, September 10th, 2011.
4. Explain how the proposed project or activity will impact the community's economic health.
As you know, public festivals have great potential for attracting local residents, folks from nearby
communities, and visitors from afar. We believe most attendees from years past are from the tri -
county area and expect numbers from this area to increase as the festival gains notoriety and word
spreads. There is no event like the Festival of Cultures in Central Oregon or anywhere east of the
Cascades since the Collage of Cultures was discontinued in Madras. This event has a ton of
potential to draw visitors from all parts of Oregon and bordering states and we believe it will with
sufficient community support. Economically speaking, the event vendors are given the
opportunity to make a significant sum of money to support their businesses, families, and
employees. Vendors averaged around $1,200 each in sales last year. It is also great exposure that
brings some of the vendors future business following the event. Beyond this direct impact, all of
our local businesses in Redmond and the surrounding area stand to benefit if visitors stay overnight
or venture away from the event to explore Redmond's downtown. There is also a positive impact
on Redmond's reputation and image, which can potentially generate all sorts of economic activity
from family relocation to business relocation and development. Eventually, we also hope to raise
money from the event to help sustain the programs and services of the Latino Community
Association. Finally, there is the benefit to the students awarded the Festival Scholarship each
year.
5. Identify the specific communities or groups that will benefit.
Because this is a public event, anyone and everyone who participates and attends benefits.
Sponsors and vendors will benefit economically, and hopefully area businesses, as well, as the
participants spill over into downtown, stay at hotels, etc. The local groups who perform at the
festival, including dance studios, benefit from the exposure for recruiting new clients, and the
performers benefit from the experience of performing publicly. The Latino Community
Association also benefits primarily from the exposure derived from hosting the event, but also
economically if we succeed in acquiring business and community support in excess of event
expenses. Any economic benefit to LCA translates into a benefit for our client community.
