I have looked over the routes requested in a letter dated 12/2/2010 by John Rahm, Chairman of
Sisters Trail Alliance and have the following comments concerning certain routes:
1. Three Creeks Road south from Sisters to end of pavement: The County only
maintains 3.7 miles of this route with the remaining 9.9 miles maintained by other
parties.
2. Central Street north from OR 20 to 4th Avenue and also 4th Avenue east from
Central Street to Fryrear: These roads are public right-of-ways located within the Sun
Mountain Ranch Road District and are not maintained by Deschutes County. They are
the maintenance responsibility of the Sun Mountain Ranch Road District.
3. Vista Ridge from Mountain View south to Canyon Crest Drive; Canyon Crest Drive
generally west to Stardust Lane and Stardust Lane north to Wilt Road: These roads
are public right-of-ways not maintained by Deschutes County. These roads are
maintained by a Homeowners Association located within the Sno-Cap Vista Estates
subdivision.
4. NW Kingwood Avenue east from NW 67th to NW 55th St.: In looking at the maps, this
should end at NW 59th St.
5. NW 55th St. north from Kingwood to Frank Rd.: This should read NW 59th St. north
from Kingwood Ave. to NW Maple Ave.
6. NW Maple Ave east from the end of Frank Rd. to NW Helmholtz Way (NW 43rd
ST.): This should read NW Maple Ave. east from NW 59th St. to NW Helmholtz Way.
7. NW Almeter Way from end of NW Way to Almeter Ave: This should read Almeter
Way north from end of Northwest Way/NW Odem Ave. to Sedgewick Ave.

8. Almeter Ave east to NW 31st St: This should read Sedgewick Ave east from Almeter
Way to 31st. St.
9. NW 31St St. north from Almeter Ave to Lower Bridge Way: This should read NW
31st St. north from Sedgewick Ave to Lower Bridge Way.
The issue I see with showing all of the routes listed on Mr. Rahm’s letter as designated bike
routes will be the expectation of improvements to these roads to benefit bicyclists. With the
funding issues now being faced by the Road Department, i.e. reduced funding through the Secure
Rural Schools Act and decreased revenues from motor vehicle revenue, we will be prioritizing
our maintenance activities based on the Pavement Condition Index (PCI) and average daily
traffic (ADT) of our roads. If we have work scheduled on a road that is shown to be a bike route,
we will take that into consideration when planning improvements. The main thing that people
will have to understand is that we will be fiscally constrained by our budget as to what level of
improvements can and will be done to all of our roads.
